Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

As part of the project on “Preventing Risky Behaviour among School Children in Serbia through Sports and Education”, the OSCE Mission to Serbia is seeking an expert to conduct a survey on perception of anti-social behaviour among Project beneficiaries, primarily school children, parents, teachers, volunteer-educators and school co-ordinators, and to draw conclusions and formulate recommendations for the next phase of Project implementation.

In order to measure the effects of the sports and education programme implemented through the Project, one of the envisaged Project activities is to develop tools for measuring the effectiveness of implemented activities. A survey conducted at the beginning of the Project provided the baseline for monitoring. Another survey was conducted at the end of the year 1 of the Project.

At the end of year 2 of Project implementation (June 2019), the survey should show the impact of the programme on Project beneficiaries in an extended number of schools. At the beginning of the Project, a set of questions was developed to assess the educational and socio-economic status of students and their attitudes. The same attitudes were examined again at the end of the year 1 (June 2018), and in order to monitor the trend and compare the results, they will be assessed at the end of year 2 of the project. The purpose is to determine if the sports and education activities implemented through the Project had a positive effect on students’ attitudes and achievements, taking into account that the programme was designed to improve students’ achievements, prevent risky behaviour and include them in sporting activities. The information obtained through the survey will be used to formulate the recommendations for the next phase of the Project.

     
Tasks and Responsibilities    
     
   

Under the supervision of the project manager, the consultant will be responsible for:

  1. Analysing the results of the survey conducted in the previous phase of the project;
  2. Developing the questions for the interviews for the following focus groups: school children, parents, school teams (teachers and school co-ordinators) and volunteer-educators, following on the questions developed for the previous survey;
  3. Conducting interviews in six schools (Belgrade, Novi Sad, Kragujevac, Niš, Novi Pazar and Leskovac);
  4. Analysing the data obtained through the focus group interviews;
  5. Drawing conclusions and formulating recommendations to be integrated in the next phase of the Project; 
  6. Producing a final survey report in Serbian.

The consultant will work from home with travel to the six primary schools, each located in one of the following towns: Belgrade, Novi Sad, Kragujevac, Niš, Novi Pazar, Leskovac.

The final survey report, based on the focus group interviews and containing conclusions and recommendations, should be produced by 31 July 2019 latest.

     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in psychology, pedagogy or a related field;
  • Minimum five years of professional experience in the field of psychological or educational research, in particular using focus group interviews;
  • Knowledge of the primary education system in Serbia;
  • Professional fluency in Serbian, both oral and written, and good knowledge of the English language;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement covering a total period of 24 working days, starting approx. from 20 May 2019 and ending by 31 July 2019, and will be paid a total amount not exceeding 2,400 EUR, commensurate to individual qualifications and experience.

In addition, all travel and accommodation expenses will be reimbursed by the OSCE Mission to Serbia.
