Please note that this is a temporary assignment for an initial duration of 5 months 29 days, with an extension for another 5 months 29 days and is subject to project needs and funds availability.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.

 

The Budget and Finance Services Section is responsible for co-ordinating and supporting the programme planning and budgeting process in general, including providing policy guidance and support to the Secretariat, OSCE Institutions and Field Operations. The Budget and Finance Services Section consists of the Accounts Unit, Budget Unit and Treasury and Extra-budgetary Unit.

     
Tasks and Responsibilities    
     
   

Under the general supervision of the Chief, Accounts Unit, the incumbent will perform the following duties:

 

  1. Providing advice and guidance on the interpretation of the Organization’s financial rules and regulations; assisting in the review of established work procedures in co-ordination with other senior DMF staff for comparability with good accounting practice and the management of the Organization’s funds in the Oracle system; ensuring consistent implementation OSCE-wide as well as recommending changes to improve efficiency and control;
  2. Assisting in maintaining the overall integrity of the Organization’s general ledger and corresponding sub-ledgers by reviewing all general ledger accounts on a regular basis and addressing and following up on discrepancies and irregularities;
  3. Providing assistance to projects related to the Oracle system, such as testing system upgrades;
  4. Participating in special projects within DMF, such as robotisation of accounts payable functions;
  5. Reviewing and monitoring accounts, ensuring that exceptions past, due and open transactions are addressed, followed up and cleared promptly;
  6. Providing authoritative interpretation of requirements for handling transactions;
  7. Contributing to the accounting closure process; preparing draft reports and documents for submission to policy-making organs;
  8. Analyzing and evaluating regular financial reports, explaining exceptions and variances and producing related reports and correspondence;
  9. Revising and providing input to the update of accounting manuals, procedures and finance and administrative instructions;
  10. Keeping abreast and assisting with provision of effective IT support;
  11. Researching queries received from internal and external auditors, preparing replies and implementing corrective action requested; preparing briefs on accounting to be discussed in meetings;
  12. Performing other related duties as assigned such as providing training to staff.

Necessary Qualifications    
     
   
  • First-level university degree in accounting, finance, business administration or other related field;
  • A minimum of four years of professional experience in accounting or finance in an international, governmental or commercial organization;
  • Extensive experience in the use of computer applications, such as database software, spreadsheets and word processing;
  • Experience in Oracle would be an asset;
  • Experience in preparing financial statements would be an asset;
  • Certification from an internationally recognized professional accountancy institution would be an asset;
  • Professional fluency in English with good drafting skills; working knowledge of other OSCE official languages would be an asset;
  • Excellent oral and written communication skills;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
     
Remuneration Package    
     
   

Monthly remuneration, subject to post adjustment, is approximately EUR 5,148. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.

 

Please note that appointments are made at step 1 of the applicable OSCE salary scale.
