Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The OSCE Mission to Serbia’s is supporting the Republic of Serbia’s Agency for Prevention of Corruption (“the Agency”) in developing mechanisms for the analysis of the effects of the Law on Prevention of Corruption.

Namely, the National Assembly of the Republic of Serbia adopted the Law on Prevention of Corruption in May 2019 and foresaw its implementation as of 1 September 2020. As this is a new piece of legislation with high expectations about its application and impact, there is a pressing need for analysis of the effects it will have brought in a certain period. Moreover, analysing the implementation of the Law on Prevention of Corruption (the Law) implementation effects is also foreseen in the Action Plan for the implementation of Chapter 23 (measure 2.2.1.2). To undertake this task, the Agency needs a methodology for conducting the analysis of the implementation effects of the Law on Prevention of Corruption.

For the purpose of developing the methodology in close consultations with the Agency, the Mission requires the services of one national consultant to draft a methodology on carrying out the analysis of the implementation effects of the Law on Prevention of Corruption.

All applicants are required to submit with their application form, an outline of the Methodology for conducting the analysis of the implementation effects of the Law on Prevention of Corruption.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Senior Anti-corruption Adviser, the consultant will be responsible for:

  1. Preparing and delivering a comprehensive presentation on the co-relation of outputs, outcomes, results and effects to the constituted working group of the Agency for Prevention of Corruption, in order to set the basis for the methodology’s development;
  2. Researching the best practices in the area of impact assessment of anti-corruption policies and building on them in undertaking the assignment;
  3. Participating in workshops with the constituted working group, collecting information needed to understand the corruption preventive measures foreseen by the Law and the targeted effects, conducting consultations on the substance of the methodology, offering reasoning related to the methodology, and collecting and integrating feedback into the methodology from all sectors of the Agency;
  4. Drafting and foreseeing in the methodology inter alia (desired outcome and targeted values; mechanism of analysing the effects of the Law; data to be analysed; indicators based on which the effects of the implementation of the Law in the areas of interest will be measured; structure of the report on the analysis of the effects, with main guidelines for its compilation);
  5. Providing guidance to the Agency in the process of developing the baseline report according to the methodology and offer comments on the draft report.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • Advanced university degree in economics, sociology, law or in other related field;
  • Previous experience in working with public administration bodies;
  • Proven experience in ex-ante and ex-post evaluation of legislation;
  • Previous assignments with monitoring and evaluation of public policies;
  • Previous experience in providing technical assistance to public authorities;
  • Previous assignments with developing and providing training to public authorities;
  • Good understanding of corruption prevention concepts is an asset;
  • Professional knowledge of Serbian, both oral and written, and working knowledge of English language;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national, social and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement covering a total period of 26 (twenty-six) working days in the period from May 2021 to October 2021, and will be paid a total amount of RSD 455.000. The payment will be effected in two or more instalments.

 

In case any in-person workshops are possible and take place outside Belgrade, the Mission will seek prior consent of the consultant for participation, and will cover transportation to and from the venue, as well as full board accommodation.
