Background    
     
   

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The OSCE Mission to Serbia has been a long partner of the Ministry of Interior (MoI) in the police education and training reform, and has supported the MoI throughout the process of developing the police training system. The development and implementation of a comprehensive Training Development Programme (TDP), which consists of a set of skills fundamental for police education, was supported by the Mission’s international trainers until 2010, when it was handed over to the MoI in order to ensure sustainability.

The next step would be to support the MoI in modernizing its training function within the ongoing reforms of human resources management. The Mission therefore requires the services of Evaluation Course Trainer, who would design and deliver a training evaluation course to eight members of the MoI’s Centre for Police Training. The course should equip the participants with up-to-date knowledge and skills and help them perform training evaluation in a comprehensive manner, providing quality to overall police development.

     
Tasks and Responsibilities    
     
   

Under the supervision of National Programme Officer, and in co-ordination with the MoI’s contact person, the expert will be responsible for:

  1. Organizing two preparatory meetings with the MoI in order to receive all necessary information and conduct training needs analysis, taking into consideration the participants’ professional experience and current competences;
  2. Adjusting the existing training programme and preparing a two-week Training Evaluation Course in line with the overall objectives, structure of the approved training programme and findings of the training needs analysis;
  3. Developing a training manual for the Training Evaluation Course;
  4. Developing the course schedule within the official working hours, while taking into account the 30-45 minutes lunch break;
  5. Developing additional learning and training materials, such as hand-outs, power-point and other modern, interactive presentations;
  6. Developing an instrument for pre- and post-knowledge assessment according to the training programme’s learning objectives;
  7. Developing evaluation instruments for the designed course, with focus on the course structure, content,  and the overall participants’ feedback;
  8. Submitting a brief course evaluation report written in Serbian based on the data and feedback collected.

The development and preparation phase of Training Evaluation Course should result in the adjustment of the existing training programme (in particular the duration of certain topics/training units, sequencing of topics, identifying missing topics, and allocation of time for topics/units), adjustment of course outcomes and training outcomes/objectives, and development of the course manual. The programme should in particular provide participants with the methodological skills and knowledge in data collection and interpretation, such as the use of SPSS (Statistical Package for the Social Sciences) and appropriate tools for quantitative and qualitative data interpretation. Trainer guides are to be prepared by the end of training together with training evaluation report.

     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in andragogy, pedagogy, psychology, human resources management or development, or in a related fields of social studies or organizational sciences;
  • Minimum 10 years of professional working experience in evaluation, training and training analysis in the business or public sectors;
  • Excellent facilitation skills and competence in facilitating group work, as well as the ability to manage the experience of the participants and their existing knowledge;
  • Good knowledge of English language and professional fluency in Serbian, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The consultant will be employed on a Special Service Agreement covering a total period of two months, starting approx. from 20 November 2019, and will be paid a total amount not exceeding 315,000 RSD, commensurate to individual qualifications and experience.

In addition, travel and accommodation costs, if any, will be reimbursed by the OSCE Mission to Serbia.
