Background    
     
   

This vacancy is open for the applicants with the citizenship of an OSCE participating State, excluding the Republic of Serbia.

The OSCE Mission to Serbia is looking for an international expert to deliver a training course on project monitoring and evaluation tools and techniques for mission members.

The Mission runs and manages a number of Unified Budget (UB) and extra-budgetary (ExB) projects, i.e. projects funded by individual donors. All of these projects are implemented by mission members. As a follow up to an advance project cycle management course delivered earlier this year, the Mission now plans to organize a two-day course specifically dedicated to project monitoring and evaluation.

The main objective of the course is to improve understanding and use of monitoring and evaluation concepts, tools and mechanisms among mission members, and to increase understanding of practical approaches to improving the use of monitoring and evaluation data in programmes’ decision-making.

     
Tasks and Responsibilities    
     
   

Under the supervision and in consultation with the National Human Resources Officer, the expert will be responsible for:

  1. Conducting a two-day tailor-made course on project monitoring and evaluation for approximately 16 OSCE officials, making sure gender and youth mainstreaming are integrated in project monitoring and evaluation tools;
  2. Conducting a pre-course survey to determine the specific needs and, in particular, the challenges that participants face in real-life situations;
  3. Developing and distributing accompanying materials; i.e. Power Point presentations, hand-outs and exercises;
  4. Delivering the course in an interactive and scenario-based manner with sufficient use of practical exercise from the field of international development projects;
  5. Actively facilitating discussions to ensure that the participants grasp the core of the session, comprehend how it fits in the framework of their work and can apply the acquired knowledge to practical situations and facilitate the transfer of knowledge to their colleagues;
  6. Administering a test and conducting training evaluation at the end of the session.

The training course will be delivered on the Mission’s premises in Belgrade by the end of 2019. The expert will receive brief guidance and the necessary materials from the Mission prior to training.

 

     
Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia;
  • University degree in a relevant field;
  • At least seven years of professional experience in the field of project monitoring and evaluation, as well as project management;
  • Demonstrated experience in designing and delivering training in the fields of project management, monitoring and/or evaluation;
  • Prior working experience with an international organization would be an asset;
  • Professional fluency in the English language, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

The expert will be employed on a Special Service Agreement covering a total period of 5 days, to include preparation and delivery of training, and will be paid a total amount not exceeding 1,500 EUR, commensurate to individual qualifications and experience.

In addition, the OSCE Mission to Serbia will cover travel and accommodation costs associated with this consultancy.
