Background:
The OSCE Presence in Albania (hereinafter “the Presence”) works to promote the democratization of the society, to support democratic institutions, and to provide concrete support to the elected representatives at the local and central level. The Presence is looking for Young Albanian Professionals interested and capable to support women MPs to carry out their daily work, through in a short-term, part-time apprenticeship program.
Tasks and responsibilities:
Upon being confirmed as an apprentice to one of the ten women MPs participating in this program, members of the Alliance of Women Parliamentarians of the Assembly of Albania, the incumbent will provide:
1. Daily Assistance to MPs in the period 5 April – 15 July (exact daily schedule to be agreed upon individually with the MP) including availability on daily basis for a duration not exceeding 6 hours from Monday to Friday, excluding official holidays, in line with the indicative tasks laid out below:
• Support the MP in promoting and advancing the gender equality agenda of the Alliance of Women MPs; • Carry out gender related and other researches as required; • Help in drafting reports and prepare briefing material; • Respond to enquiries from constituents (known as progressing casework), other politicians, media, constituency groups; • Perform office support duties, such as managing the politician's diary, making travel arrangements and taking minutes at meetings; • Write initial drafts for press releases, newsletters and mailshots to promote the politician's work and update their website; • Liaise with external partners, local governments, other politicians and their staff, • Provide the MP with the support needed to take an issue raised by constituents on the political agenda, (e.g. research or liaising with key individuals or groups, maintaining contacts with the MP Constituency Outreach Offices in the region).
2. Provide short monthly activity reports to OSCE in written within 5 days from the end of each month outlining tasks performed, and signed by the MP;
3. Provide final apprenticeship report to OSCE in written within 10 calendar days from the end of the assignment, providing information on tasks completed, lessons learned, challenges, and suggestions for future apprenticeships and follow-ups, signed by the MP.
Timeframe: The assignment will have an overall duration of three consecutive months in the period April-July 2018.
Necessary Qualifications:
• Hold at least a Bachelor degree;
• Have good knowledge of English;
• Knowledge of the OSCE commitments, of the OSCE Presence in Albania and of the functioning of Parliaments is considered as an added advantage;
• Work experience as junior professional/intern in Albania and abroad in state institutions, private companies and experiences in international and domestic institutions/non-profits, companies and activities would be an asset.

• Your background and motivation that enables you to openly and willingly engage with work in parliamentary institutions and in contributing to the quality of democratic representation in Albania;
• Your experience of managing contacts, as well as conducting research and work related to social, economic, political and/or similar topics, preparation of reports and briefing papers, and other related that can be helpful to support the daily work of the MP;
• Any relevant educational and/or practical experience in one or some of the following areas corresponding to the remit of the Standing Parliamentary Committees of the Assembly: gender equality, parliamentary politics, economy, finance, social affairs, EU integration, foreign affairs, security, defense, health, media, human rights, education.
The final selection process will take into account gender balance and a fair geographical distribution of successful applicants.
Remuneration:
The remuneration will be 450 Euro (150 working month x 3 months) payable in two instalments after the delivery of second monthly report (200 euro) and upon final completion of deliverables and presentation of final report and corresponding invoice (250 Euro).
The OSCE will not cover any expenses incurred by the apprentices. The OSCE is not in a position to cover any medical or other social insurance-related expenses.
