Background    
     
   

Please note that this position is a part-time (50%) with the expected contract duration until October 2018.

The Office of the Secretary General (OSG) plays a key role in supporting the Secretary General in the effective implementation of his/her mandate and specific tasks given to him/her by the OSCE participating States. This includes primarily assisting the Secretary General in his activities, serving as a focal point for liaison and support to the Chairperson-in-Office, and co-ordinating tasks across the Secretariat. It groups horizontal services such as Executive Management, Communication and Media Relations, Legal Services, External Co-operation, Security Management, Gender Affairs, Conference and Language Services, Central Records Management, and oversees the OSCE Documentation Centre in Prague. The OSG ensures effective co-ordination of policy advice provided to the Secretary General and the Chairmanship, and management decisions taken by the Secretary General. The OSG is led by a Director who also functions as the Head of Executive Management.

Conference and Language Services, as part of the OSG, provides professional support to the decision-making bodies of the OSCE and the respective delegations on matters dealing with the organization of meetings, including interpretation and translation, documents control, editing and word processing services.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Chief Linguist, the Word Processing Operator will assist the work of the English translators. More specifically, he/she will perform the following duties:

  1. Typing conference documents, including statements, decisions and journals of meetings and notes verbales, to include complex tables and mathematical formulae and graphs; deciphering heavily hand-corrected texts and handwritten drafts;
  2. Formatting official conference documents;
  3. Preparing advance drafts and making corrections until the final version of the text is accepted;
  4. Taking dictation (directly from a translator or from a recording), proofreading and checking work for completeness, layout, numbers and spelling;
  5. Typing or re-typing and/or converting documents into machine-readable form for inclusion in the OSCE electronic archives;
  6. Maintaining and updating computer files of all documents typed;
  7. Conducting reference searches using full-text retrieval systems and databases;
  8. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education and a minimum of three years of clerical and typing experience, preferably within a text-processing unit, documents control, records management or conference services; secretarial training is desirable;
  • Excellent knowledge of English, with strong oral and written communication skills, including spelling and grammar at mother-tongue level; knowledge of other OSCE working languages is an advantage;
  • Demonstrated knowledge of computer applications, including word processing, graphics, database and spreadsheets;
  • Ability to work under time pressure and flexibility to occasionally work overtime;
  • Demonstrated gender awareness and sensitivity as well as an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people from different national and cultural background whilst remaining impartial and objective.
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 1,585.88 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are made at step 1 of the applicable OSCE salary scale.
