Background

		In a globalized society, terrorist groups and their supporters have increased the use of the Internet for recruitment for terrorist purposes and preparation of their activities. Thus, the POiB is planning to develop a website on countering and preventing violent extremism and radicalization that lead to terrorism (VERLT) to contribute to prevention of terrorists from exploiting information and communication technologies. The website will be designed to reinvigorate information exchange on the latest trends related to terrorism and radicalization in Kyrgyzstan. To combat terrorism in full compliance with international human rights standards, the website will serve as an open source to shed light on online activities by terrorist recruiters and their motives, as well as to publish various counter-narratives.

Tasks and Responsibilities

		Support for the concept of countering violent extremism (CVE) on the related website, improvement of its work. Suggestions for improving and correcting the structure of the web resource; Organization of the technical side of work on the resource and security control; Implementation of the strategy for promoting a web resource and developing narratives aimed at CVE on the Internet; Updating, editing or replacing textual and visual content of the site, ordering materials for filling a resource from contractors and deadline control; Analytics of attendance, visitor engagement, and conversion; development of plans for further publications in accordance with the needs of the target audience; Technical support of the site, carried out independently or with the assistance of professional developers; Promotion of the resource and its content in social media; Feedback from resource visitors, working with comments, replies to messages; Organization and control of full-fledged work, adjusting the functionality of the website, constant monitoring of the availability of a web portal for users on the network. Necessary Qualifications

		Strong computer skills, especially related to the Internet. Understanding of the principles of webpages’ operation, understanding of the processes leading to malfunctions or breakdowns of an Internet resource, and knowledge of methods for correcting them, basic knowledge of the WordPress engine and basic HTML; Skills in drafting technical assignments for web designers, developers, with the introduction of further changes to the web resource (redesign, introduction of new functionality); Skills in preparing plans for future publications; Knowledge of search engine optimization techniques on the Internet is necessary for managing the process or participating in the development of an SEO strategy for promoting a resource; Skills in ensuring the simplest integrated security of an Internet resource; Minimum of two years of relevant professional experience; Excellent command of Kyrgyz and Russian. It is necessary to monitor the work of the web resource, fix minor problems and fill the website constantly.

Remuneration Package

		Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
