OSCE/ODIHR’s Tolerance and Non-Discrimination Department is looking for a Web Developer for its Hate Crime Reporting Website, Hate Crime Incident Database and TND Web Tools.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR was given the task to serve as a collection point for information and statistics on hate crime and on tolerance and non-discrimination issues. This has been done since 2014 through the Drupal-based Hate Crime Reporting website (HCRW) and Django-based Hate Crime Incident database that compliments the data published on the website. These web tools require continued maintenance and customization to continue meeting the needs of the Department.
ODIHR requires the services of a Web Developer to assist the Department as it goes through further customization and maintenance of its web tools. This includes implementation of new functionalities for the HCRW and adaptions to the hate incident database.
Candidates applying for this position may also be included in a pool of qualified web developers for future work opportunities at ODIHR.
Tasks and Responsibilities:
Under the supervision of the Tolerance and Non-Discrimination Web Editor, the Web Developer will perform the following tasks:
Conducting maintenance of the HCRW (2 days);
Conducting further changes to the HCRW as indicated by the TND web editor (4 days);
Carrying out further functional changes to the incident database, as indicated by the TND web editor (4 days).
The Consultant will deliver:
Agreed changes to the HCRW website (including but not limited to theme customization, custom module development, maintenance);
Agreed changes to the hate incident database (including but not limited to template customization, model development, maintenance);
Update documentation on the HCRW customisations and the hate incident database, including identified problems and recommendations to resolve these.
University degree in information technology, computer science, web development or related field; additional experience can compensate for university degree;
Minimum of three years of relevant professional experience in IT project management and development, notably experience with managing large databases and servers, with understanding of principles of data exchange between multiple systems, servers, and environments;
Meticulous attention to detail, good analytical skills, and development in accordance with industry best practices and W3C standards;
Ability to effectively prioritize and manage multiple tasks to meet aggressive deadlines and experience working as part of a team;
Expertise in delivering solutions using Drupal and PHP frameworks, including incorporation of Drupal custom theming, internationalization, key contributed modules, custom modules, Views, Features, etc.;
Expertise in delivering solutions using Python and Django web framework;
Extensive knowledge of LAMP and LAPP server-side hosting environments;
Familiarity with ORM libraries;
Demonstrated experience working with governments, public institutions or international organizations;
Strong written and oral communication skills;
Fluency in English (written and oral).

The assignment is envisaged for 10 working days between 1 May and 30 June 2019.
Location: Consultant’s home office.
Remuneration will depend on the selected consultant’s qualifications and experience and will be in accordance with OSCE established rates.
