General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Demonstrated knowledge of human rights law, comparative criminal procedure, and international criminal and humanitarian law
  • Previous experience in working in transitional justice (post conflict justice) processes
  • Ability to conduct legislative analysis and draft reports
  • Previous work experience in international courts/tribunals or in project management in the international justice sector
  • Professional fluency in the English language, both oral and written
  • Excellent communication skills
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate Windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities

Desirable:

  • Training experience
  • Knowledge of capacity building of the judiciary
  • Previous international work experience and/or experience in field missions
  • Knowledge of the OSCE or equivalent administrative regulations and practices
  • Knowledge of Bosnian/Croatian/ Montenegrin/Serbian would be an asset
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Rule of Law Department, the incumbent:

  1. Manages and co-ordinates the extra-budgetary (ExB) funded project ¿Support to Monitoring of National War Crimes Trials (strengthening capacities of civil society organizations to take over trial monitoring);
  2. Makes an initial assessment of the trial monitoring capacities of non-governmental organisations (NGOs) in Serbia, participates in the selection of project partners among the NGOs and prepares the project's inception report;
  3. Formulates and oversees the training of the selected NGO trial-monitors;
  4. Drafts reports and conducts analysis on war crimes proceedings in Serbia;
  5. Maintains regular communication with the Serbian authorities and other national and international counterparts. Prepares and participates in the meetings of the project's Steering Committee, maintains a dialogue with the relevant Serbian authorities to share and discuss findings and makes recommendations from the monitoring; drafts recommendations to the Serbian authorities;
  6. Maintains regular communication with the partner NGOs and ensures timely implementation of all the project components concerning the co-operation with the NGOs;
  7. Supervises three project staff members;
  8. Performs other duties as required.

*The initial secondment will be for a period of one year. This XB project is envisaged to run until 31 August 2016.
