Background

This call for applications is open for persons with citizenship of the Republic of Serbia.

The Mission to Serbia’s project on "Countering Violent Extremism and Radicalization Threats in Serbia through Community-Based Early Warning and Preventive Engagement" is aimed at establishing and consolidating a foundation for efforts to prevent and counter violent extremism and radicalization that can lead to terrorism (VERLT) in Serbia. Preventing and countering VERLT is recognized as a comprehensive and multi-faceted approach in the global fight against terrorism to which the Government of Serbia is committed.

The project includes close co-operation with implementing partners throughout Serbia, and includes a number of youth-oriented activities. Video games are a notably popular means of communication, especially with younger audiences. The project aims to communicate themes of inter-culturalism and countering VERLT in innovative and substantive ways which can be accomplished creation of a video game.

Therefore, the Mission requires the services of an experienced expert/developer to design and develop a video game (mobile and desktop), that will support its activities related to educating young people in South Serbia about inter-culturalism, in co-operation with an OSCE local partner in Bujanovac.

Tasks and Responsibilities

In close co-operation with the Project Co-ordinator, the expert/developer will perform the following tasks by 31 March 2018:

  1. Develop a document with agreed specifications that details exactly what the app/game should include, including information on design, content and function; the overall "script" and any preferred design/color schemes. The materials will be provided to the expert in three languages (Albanian, English and Serbian);
  2. Develop a beta version of the game, and test and consult with the noted focal points;
  3. Based on comments from the beta, complete the game.

The expert/developer will work from home with local travel as needed and as agreed. The ravel costs will be reimbursed by the OSCE.

In case the developer is not based in Bujanovac, he/she should have all necessary equipment to facilitate regular telecommunications and ongoing contact.

By the end of the consultancy (31 March 2018), the expert/developer will deliver the following:

  • An initial specifications document;
  • A beta version of the game;
  • A final version of the game;
  • Upload of the game to mobile accessible platforms and the NGO website.

Necessary Qualifications

  • Citizenship of the Republic of Serbia; 
  • Formal education/training in ICT;
  • Proven experience in developing and designing similar products;
  • Ability to develop content for Android and Windows platforms;
  • Skills in designing simple 2D sprites and still images for use in game, skills in animation is an asset;
  • Willingness to resolve issues with running the game post-launch;
  • Good verbal and written communications skills;
  • Ability to work with people of different genders, nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package

The expert/developer will be remunerated in the amount of app. 1,200 EUR upon completion of all tasks.
