Trial Monitoring Assistant is based at Head Office in the Rule of Law Section of the Human Dimension Department and works under the ExB Project "Assessing Needs of Judicial Response to Corruption through Monitoring of Criminal Cases". His/her primary activity is monitoring and reporting on criminal proceedings in corruption cases before the Cantonal and Municipal Court of Sarajevo and/or before the Court of BiH. This monitoring focuses particularly on the institutional functionality of the justice seçtor to prosecute these ca.ses and on implementation of legal and structural reforms related to independence and transparency of the judiciary, as well as its ability to meet fair trial standards. The incumbent is assigned to work with his/her respective National Project Manager and is responsible for monitoring corruption cases according to the policy and guidelines established by the Head Office and overseen by the Rule of Law Section. The incumbent prepares regular reports on monitored cases and provides them directly to the supervisor. The incumbent also drafts spot reports when required.

   

Tasks and Responsibilities 

Specific duties include:

  • Following cases before specified courts and prosecutor's offices according to the policy and guidelines established by the Head Office;
  • Drafting reports on proceedings and institutions monitored as well spot reports on priority issues as they arise or upon request from the supervisor and other Mission members;
  • Following legislative, institutional and policy developments related to the human rights and the rule of law;
  • Providing feedback and advice to local justice sector actors as to the OSCE findings and reports, etc.;
  • Coordinating the workload and case selection with National Project Manager, Legal Advisers and other trial monitors within the Rule of Law Section as necessary;
  • Performing other duties as assigned.

 

Necessary Qualifications

Completed secondary cducation supplemented by formal training in office organization or legal matters;

  • Minimum four (4) years of legal and/or human rights related comparable work experience;
  • Working knowledge of European and/or international human rights conventions;
  • Established experience in writing reports;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and oral communication skills in English and in the local language.

Remuneration Package

Monthly remuneration, subject to social security deductions is 2,298.08 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
