The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Treasury Assistant with its main Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

Tasks and Responsibilities    
     
   

Under the direct supervision of the National Treasury Officer and overall guidance of the Head, Finance and Budget the incumbent is responsible for the review of payment vouchers and the daily administration of Treasury disbursements, handles daily cash and bank management activities in the Treasury Office:

 

  1. Works in on-line banking system on a daily basis by:  - Enters payment orders in on-line banking system;  - Ensures that all required documents are attached and ensuring correctness of banking details, figures and amounts;  - Obtains necessary signatures with accordance to bank Signatory Panel in order to process the payment;  - Creates application forms for currency conversion transactions based on estimated cash needs;  - Contacts suppliers if bank details are incorrect and requesting to provide with valid data;
  2. In absence of the National Treasury Officer and Senior Treasury Assistant, acts as cash custodian, handles cash disbursements and settles the receipts; records all transactions in the SMM cash books;
  3. Records data and transactions in ORACLE on a daily basis:  - Processes payment vouchers against bank transfer transactions in ORACLE;  - Processes payment vouchers against cash desk, including creating of Miscellaneous transactions;  - Creates Replenishment Invoices for currency conversion transactions, cash withdrawal, cash-in-transits activity and cash replenishments from Treasury Unit in Secretariat based on monthly cash forecasts.
  4. Assists in payroll payment process: preparation of payroll statements for Operational Fields and creation of necessary documents;
  5. Initiates requests to the Treasury Unit in Secretariat for international transfers to suppliers/staff members, ensures that the invoices are approved, the bank details are correct, suppliers are active in ORACLE. Requests for additional information regarding the correctness of bank details from other units if it is required;
  6. Arranges supporting documents for encashment service, tracks and ensures that all necessary documents were returned from Operational Fields, completed and signed in accordance with SMM internal Rules and Regulations;
  7. Provides support and assistance to staff members as to opening/closing individual bank accounts;
  8. Co-operates with the bank on all daily work issues: payment orders, applications for conversion and other required document flow between the Mission and the bank;
  9. Maintains the Treasury filling system;
  10. Performs other related duties as required.
     
Necessary Qualifications    
     
   
  • Citizenship of Ukraine or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by specialized trainings in the area of accounting, finance and computerized financial systems;
  • At least four years relevant working experience in the field of finance, with preferably some years of experience with ERP and electronic banking;
  • Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
  • Ability to operate windows applications, including word processing, Excel, and e-mail;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 988.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and social security / Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
