Background    
     
   

The Department of Management and Finance (DMF) is the largest department in the OSCE Secretariat and is responsible for managing the material and financial resources of the Organization. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. The Budget and Finance Services Section consists of the Accounts Unit, Budget Unit and Treasury.

 

The Budget and Finance Services section is responsible for co-ordinating and supporting the programme planning and budgeting process in general, including providing advice to relevant stakeholders.  It is also the focal point for support to the field Finance Administration Units, providing on-site assistance and training in business application systems and associated controls which are designed to strengthen the internal control environment and reduce risk through effective mitigation measures.

     
Tasks and Responsibilities    
     
   

Under the overall supervision of Chief, Treasury and Extra-budgetary Contributions Unit and the day to day supervision of the Associate Treasury Officer, the incumbent is responsible for processing of payment vouchers received in Treasury from the Secretariat and the other Executive Structures. More specifically, the Treasury Assistant will be tasked with the following:

 

  1. Reviewing incoming vouchers for action and prioritizing according to due dates;
  2. Checking completeness and accuracy of bank information and verifying payment modalities;
  3. Liaising with other units or other Executive Structures regarding banking and payment information when necessary;
  4. Maintaining existing online electronic payment templates and creating new accounts when necessary;
  5. Preparing and disbursing cheques and maintaining records of thereof on file and/or in ORACLE;
  6. Providing Account Unit with paid and stamped payment vouchers for filing purposes;
  7. Preparing daily and monthly reconciliation of the Secretariat cash and bank accounts and following up with the Missions and Institutions monthly reconciliations;
  8. Verifying data concerning suppliers, customers and banks and ensuring that all information is entered in the correct format and in accordance to the procedure;
  9. Participating in the provision of training related to Treasury;
  10. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by formal courses or specialized training in the area of accounting or financial management;
  • At least four years of relevant working experience as a cashier in a bank, accounting or finance assistant in an intergovernmental or international commercial organization;
  • Professional fluency in English with excellent oral and written skills; knowledge of other OSCE working languages would be an asset;
  • Ability to work accurately and pay attention to detail;
  • Ability to work independently, set priorities and organize work to meet tight deadlines;
  • Experience of working in a multilateral/multicultural environment; and ability to establish and maintain effective work relations with different cultural and national backgrounds;
  • Ability to operate Windows applications, with practical experience with computerized accounting/financial systems, knowledge of ORACLE would be beneficial.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,790. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
