Background:  
     
   

This is an extra-budgetary position. The initial contract will be issued for a period of one year, with a possibility of extension subject to availability of extra-budgetary funds.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

The position is located in the Accounts and Treasury Sub-unit that is part of the Finance Unit. The Finance Unit is itself part of Finance and Administration Department of the OSCE Office for Democratic Institutions and Human Rights (ODIHR). The Accounts and Treasury Sub-unit is responsible for the accounting and treasury activities of ODIHR and ensures all transactions are processed and recorded in accordance with the OSCE Financial Rules and Regulations and Common Regulatory Management System. The Sub-unit activities include the oversight and management of the cash needs of ODIHR and all disbursements from ODHIR’S bank accounts. The Treasury Assistant will primarily be focused on extra budgetary payments. 

     
Tasks and Responsibilities:  
     
   

Under the direct supervision of the Senior Finance Assistant, the incumbent performs the following duties:

  • Reviewing incoming vouchers for action and prioritisation according to due dates;
  • Checking the completeness and accuracy of bank information and verifying payment modalities, liaising with employees and suppliers regarding details of payment information when necessary;
  • Maintaining existing online electronic payment templates and creating new accounts when necessary;
  • Preparing and disbursing bank and cash payments in a timely manner and maintaining records in Oracle, reconciling cash and bank accounts daily;
  • Processing payroll invoices for international and local staff members, creating  payment batches and reconciling the bank statement;
  • Monitoring, oversight and management of cash balances to ensure that sufficient resources are available in order to meet ODIHR’s projected financial obligations;
  • Preparing weekly Fund Replenishment requests for  ODIHR’s bank accounts based on a projected cash forecast and submitting for  review and first approval to  the  Senior Finance Assistant and final approval to the  Head of Finance;
  • Maintaining routine correspondence and contacts with ODIHR departments, ODIHR customers and local bank to clarify questions pertaining to the Treasury operations of ODIHR, replenishments, currency conversions and bank transfers;
  • Verifying   correctness of invoices or other submitted financial documentation provided by suppliers and/or programme staff, entering transactions (Payables, receivables, Credit Memos) in Oracle;
  • Preparing VAT claim for ODIHR and authorized staff members;
  • Performing other related duties, as required.
     
Necessary Qualifications:  
     
   
  • Completed secondary education supplemented by specialized training in finance or accounts;
  • Minimum four years of related work experience as a cashier in a bank or as accounting or finance assistant in a national or international setting;
  • Computer literate with practical experience with Microsoft applications, experience with computerized accounting/financial systems (Oracle system)
  • Excellent written and oral communication skills in English. Working knowledge of Polish and Russian is desirable;
  • Ability to establish and maintain effective working relations with people of different national, ethnic and cultural backgrounds.

Remuneration Package:  
     
   

Monthly remuneration, subject to social security deductions, is approximately PLN 6,900. OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 46 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
