The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, in particular with respect to minority rights throughout the country, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Tasks and Responsibilities

Under the overall direction and planning guidance of the Head of General Services, the Transport Officer is responsible for a large fleet of some 400 cars and armoured vehicles mainly in field locations, and in the development of all administrative instructions related to transport activities including safe driving. In co-ordination with the Operations Unit, he/she develops Mission policies and procedures for transport; and also ensures the management of the fleet management system, including fuel supply, maintenance schedules, trip ticket and electronic vehicle data control; More specifically, the Transportation Officer will be responsible for:
Supervising the Head Office Kyiv Transport Section and directly supervising the work of one National Transport Officer; as a second level supervisor, supervising three Transport Assistants and nine drivers within the Transport Section in the HO Kyiv;
Managing the vehicle fleet and the associated support service across the Mission;
In co-operation with the Administrative Officers and Transport Staff in the field (Monitoring Teams and Patrol Hubs), ensuring that mission transportation requirements are met within the resources available and conditions imposed;
On the basis of analysis of utilisation of transport capabilities (vehicle and driver's utilisation-mileage trends, vehicle maintenance trends), optimising the effectiveness and efficiency of utilisation of the vehicle fleet, consisting of 241 armoured vehicles and 138 soft skin vehicles and other (including HR) transport resources, including in hazardous areas;
Overseeing arrival of new vehicles (including customs clearance, registration, insurance and installation of communication equipment);
Planning and co-ordinating reassignments of vehicles within the Mission;
Monitoring and inspecting the vehicle fleet to ensure operational readiness and safety of all SMM vehicles and transport/vehicles related procedures across the mission;
As part of vehicle fleet management, overseeing and monitoring the supervision/controlling/monitoring of vehicles maintenance, repair work and fuel consumption of all Mission vehicles;
Proposing and implementing adequate, cost-effective and safe solutions for all transportation needs and issues arising within the mission;
Supporting the Administrative Officers and their technical staffs in Monitoring Teams and Patrol Hubs with technical advice;
Developing (administrative) instructions pertaining to the vehicle fleet and transportation matters;
Initiating and overseeing investigations of traffic accidents and incidents and advises on measures to prevent similar accidents to happen;
Liaising with OSCE Secretariat on vehicle matters (including accidents and insurance cases);
Organizing OSCE driving tests and training and safeguarding their quality; familiarising Mission Members of the SMM transport and driving policies and practises, and ensuring their compliance; instructing and briefing all (new) SMM staff on relevant transportation matters;
Providing expert advice to the SMM (senior) management, OSCE Secretariat and other OSCE institutions and missions on all transport and vehicle related matters;
Advising on technical requirements for the procurement of new vehicles and other transportation related equipment;
Participating in Mission vehicle and transport related boards and committees;
Citizenship of an OSCE participating State, excluding citizenship of Ukraine;
University degree in logistics, transport management, engineering, business administration or related field;
A minimum of six years of professional experience in the management of large fleets of vehicles in a private company or in an international set up;
Computer literate with practical experience in Microsoft application.
Valid driving license;
Established experience in supervision, including an ability to plan and organize work, and manage and motivate staff;
Excellent written and oral communication skills in English;
Ability to work with minimum supervision in a demanding, unpredictable and deadline driven environment;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Monthly remuneration subject to social security deductions is about USD 4,881* to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are made at step 1 of the applicable OSCE salary scale.
