Background

*The selection for this post on a fixed-term basis is subject to approval of the OSCE 2018 Unified Budget.

This vacancy is open only for persons with citizenship or permanent residence of the Republic of Serbia.

The successful candidate will receive a one-year Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post. The incumbent will work in the Fund Administration Unit.

The OSCE Gender Action Plan is committed to increasing the number of female staff in all areas of the OSCE's work. Currently female staff in the area of logistics/transport management are underrepresented. Female candidates are strongly encouraged to apply for this opportunity.

Tasks and Responsibilities

Under the supervision of the supervision of the Senior Material Management Assistant, the incumbent performs transport dispatching tasks for the Mission. Specifically, the incumbent:

  1. Organizes rosters of drivers, supervises their work, assigns driving tasks, assigns vehicles and keeps a log, and ensures that trip tickets and check-lists are completed;
  2. Monitors and records vehicle mileage, supply needs and maintenance schedule, reports on it to the supervisor, schedules car wash, and makes overall inspection of vehicles concerning driving safety;
  3. Monitors the status and position of official vehicles using appropriate technical systems, and liaises with the Security Section in relation to the location of mission members and vehicles;
  4. Allots taxi vouchers to departments and keeps a log, arranges taxi transport and transport by other external companies as required;
  5. Organizes tests for obtaining the OSCE driving authorization for mission members;
  6. Advises mission members on local traffic/driving norms, conventions and practices;
  7. Assists mission members in case of traffic incidents;
  8. Drives official vehicles when required for transport of persons, assets and goods;
  9. Performs other duties as required.

Necessary Qualifications

  • Citizenship or permanent residence of the Republic of Serbia;
  • Vocational high school in the field of transport or another secondary school supplemented by formal training in transport management;
  • Minimum three years of experience related to transport dispatching;
  • Knowledge of vehicle maintenance and repair;
  • Possession of a valid driving licence for minimum ten years;
  • Clean driving record;
  • Excellent oral and written communication skills in English and the local language;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The incumbent will receive a one-year Fixed-Term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.

Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is EUR 1,147.41. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The OSCE retains the discretion to re-advertise the vacancy, cancel the recruitment, offer an appointment at a lower grade or offer an appointment with a modified job description or for a different duration.

Please note that any offer of employment for the fixed-term position may be made only if and when the OSCE 2018 Unified Budget has been approved, although a short-term Letter of Appointment may be offered in the interim.
