Background    
     
   

The OSCE Special Monitoring Mission to Ukraine (SMM) is looking for highly qualified, motivated and experienced Ukrainian professional for the position of Transport Assistant with its Transport office in Kramatorsk. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities    
     
   

Under the direct supervision of the Transport Officer, Transport Assistant will perform the following functions:

 

  1. When required, evaluates condition of vehicles in all stages of maintenance and repairs processes (before arrival, upon receiving and during their maintenance and repairs in workshops),  provide proposals on preventive and corrective actions to bring vehicles back to serviceable condition, and check the amount of labor and spare parts used during maintenance and repairs;
  2. Record keeping on condition of the vehicle fleet and required/available stocks. Coordinates with transport assistants in the field on vehicle fleet condition, necessary repair and maintenance actions and related data collection; Contribute to keeping fleet management databases up to date. Advise on repair after accidents or breakdown and malfunction of vehicles as a result of wear-and-tear; Contributes to collection of operating and maintenance costs of the vehicle fleet, ensure compliance with the provisions of maintenance and other contracts; Recording maintenance works, advise on cannibalization of vehicles as approved by PSB; Contributes to estimation of the type and amount of equipment, spare parts, tires and inventory items required to effectively meet current and foreseen needs of the fleet.
  3. Contributes to management of new and used spare parts; Assists in arranging uninterrupted maintenance and repair, carwash and parking services and fuel supply for the Mission fleet; Contribute to the follow-up on accident cases (Transport GIRs), and matters related to insurance coverage to SMM and the third party property.
  4. Contributes to reports, statistics and other transport related information to the Mission Management. Assists in review or preparation of technical reports, statistics and other documentation as required by the Mission Management, consolidates and submits regular reports on the status of the vehicle fleet, maintenance and repairs costs, monthly mileage and fuel consumption to the Transport Officers and Head, General Services; Provides data for financial statistics on fleet-related expenses on monthly bases, estimate expenses rate for future periods.
  5. Participates in authorized drivers testing; Performs driving test of vehicles after maintenance and repairs; Supports and participate in transport related training.
  6. Perform other duties as required
     
Necessary Qualifications    
     
   
  • Citizenship of Ukraine or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by training in mechanics
  • Valid driving license, category B, C
  • Minimum 4 years of work experience in transportation in a large national or international organization with some skills in minor vehicle repair and car maintenance including experience in logistics with specialization in fleet management, asset management, engineering field in civilian or military environment. Mechanical and/or minor repairs aptitude;
  • Computer literate with practical experience with Microsoft applications and other specialized stock tracking software;
  • Professional fluency in English, Ukrainian and Russian languages, both oral and written;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure, proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1029.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
