The OSCE Special Monitoring Mission to Ukraine (SMM) is looking for highly qualified, motivated and experienced Ukrainian professional for the position of Transport Assistant with its field office in Dnipro. The OSCE is committed to achieving a better balance of women and men within the Organization.
Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities |

|
|
Under the direct supervision the Administrative Officer in the FLL ( Forward Logistics Location ) and overall guidance of the Director, Administration and Finance and General Services/Transport Unit in Head Quarter, the Transport Assistant assists with administration of Mission Members in the following services:
- Providing administrative support to the planning and organizing of the Forward Logistics` Location day-to-day operations under their area of responsibility;
- Supporting the development of patrol plans, including providing assistance in the allocation of vehicles and equipment, logistical arrangements and ensuring the completion of post-patrol procedures;
- Ensuring that vehicle fleet remains in best possible technical and visual conditions.Proposing criteria for the use of vehicles, maintaining accurate and complete vehicle records;
- Liaising with Transport Officer in Kyiv on all vehicle maintenance and repairing issues, road traffic accidents;
- Participating in vehicle inspection process prior to departure and upon arrival in the location. Performing first line vehicles service/repair assessment and maintaining, updating and making available vehicle maintenance/repair database;
- Ensuring adherence to maintenance and withdrawal schedules for vehicles and organizing the preparation for disposal of written off vehicles presented to FMMC;
- Liaising with Dnipro Monitoring Team (MT) operations on vehicle operational use, allocation of vehicles to designated patrol groups and patrol routes;
- Coordinating vehicle recovery from the field in case of reported malfunction to the nearest safe locations;
- Submitting daily, weekly, monthly reports of vehicle/fuel use, preparing statistical reports on usage/distribution of vehicles;
- Coordinating at FLL level all driver training activities. Participating in induction training for Mission members in the area of transport. Briefs or trains junior/newly appointed staff when needed;
- Coordinating local drivers, prepares their work schedule, when required drives official vehicles;
- Monitoring stock of transport supplies, preparing request to supply vehicle spares, tires, liquids, lubricants, tools and equipment on a regular basis through Transport unit in Kiev. Procuring minor supplies locally in case of urgent need;
- Liaising with the business, local authorities and institutions as per the instructions given by the supervisor;
- Performing other tasks as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of Ukraine or holding permanent resident status in Ukraine;
- Secondary education supplemented by specialized studies in Administration, Transport, Logistics;
- Valid driving license B and desirable C;
- Minimum 4 years of work experience in a national or international large administrative set up. Mechanical and/or minor repairs aptitude;
- Computer literate with practical experience with Microsoft applications and other specialized stock tracking software;
- Professional fluency in English, Ukrainian and Russian languages, both oral and written;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure, proven resilience to high stress environments;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Cultural sensitivity and judgment.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 988.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
