Background    
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Transport Assistant in Luhansk region (Severodonetsk or Luhansk). The OSCE is committed to achieving a better balance of women and men within the Organization.

 

NOTE: Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission. Confirmation of post grade is pending completion of classification review.

Tasks and Responsibilities    
     
   

Under the direct supervision of  the Administrative Officer in the Monitoring Team (MT) / Patrol Hub (PH) and overall guidance of the Director of Fund Administration/ General services (GS)/Transport unit in Head Office (HO) the Transport Assistant assists with administration of Mission Members in the following services:

 

  1. Provides administrative support to the planning and organizing of the MT/ PH / Forward Patrol Base (FPB) day-to-day operations under his area of responsibility;
  2. Supports the development of patrol plans, including providing assistance in the allocation of vehicles and equipment, logistical arrangements and ensuring the completion of post-patrol procedures;
  3. Ensuring that vehicle fleet remains in a best possible technical and visual conditions. Proposes criteria for the use of vehicles, maintaining accurate and complete vehicle records;
  4. Liaising with SMMU Transport Officer in Kyiv on all vehicle maintenance and repair issues, road traffic accidents;
  5. Participates in vehicle inspection process before departure and upon arrival in the location. Perform first line vehicles service/repair assessment, maintain, update and make available vehicle maintenance/repair database;
  6. Ensures adherence to maintenance and withdrawal schedules for vehicles and organizing the preparation for disposal of written off vehicles presented to FMMC;
  7. Liaising with MT/PH/FPB operations on vehicle operational use, allocation of vehicles to designated patrol groups and patrol routes;
  8. Coordinates vehicle recovery from the field in case of reported malfunction to the nearest safe locations;
  9. Submit daily , weekly, monthly reports of vehicle/fuel use, Prepare statistical reports on usage/distribution of  vehicles;
  10. Coordinate at MT / PH/ FPB level all driver training activities. Participates in induction training for Mission members in the area of transport. Briefs or trains junior/newly appointed staff when needed;
  11. Coordinate local drivers, prepares their work schedule, when required drives official vehicles;
  12. Monitors stock of transport supplies, prepares request to supply vehicle spares, tires, liquids, lubricants, tools and equipment on a regular basis through Transport unit in Kiev. Procuring minor supplies locally in case of urgent need;
  13. Liaise with the business, local authorities and institutions as per the instructions given by the supervisor;
  14. Performs other tasks as assigned.
     
Necessary Qualifications    
     
   

The candidates should have the following minimum qualifications:

 

  • Citizenship of Ukraine;
  • Secondary education supplemented by specialized studies in Administration, Transport , Logistics;
  • Four-year experience in administrative work; mechanical and/or minor repairs aptitude, preferably in international set up;
  • Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
  • Valid driving license B and desirable C;
  • Excellent Computer skills (Windows XP, Windows 7, Microsoft Office (especially Excel), knowledge of international ERP systems (Oracle, SAP) is preferable;
  • Ability to adjust to a broad range of new tasks in a complex administrational environment in a short timeframe;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 988.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
