Background    
     
    Under the direct supervision of the Procurement and Materials Management Officer (PMMO) and general guidance of Chief of Fund Administration (CFA), Transport Assistant is in charge of proper day-to-day management of transportation services in the Programme Office in Bishkek (POiB), proper and timely maintenance of the car fleet, monitoring and control of the usage of the official vehicles and fuel consumed in accordance with the CRMS. The incumbent also conduct the driving tests when required.
     
Tasks and Responsibilities    
     
   
  1. Implements internal OSCE policies and procedures in relation to transport matters;
  2. Ensures to the extension possible that the POiB staff driving the official vehicles follow the OSCE internal policies and procedures, Kyrgyz traffic rules;
  3. Develops and maintains accident case files;
  4. Co-ordinates work of drivers and assists with performance evaluation of drivers;
  5. Responsible for registration, timely re-registration and de-registration of OSCE vehicles and private cars of international staff in the respective state services;
  6. Conducts driving tests for the OSCE staff along with Security Unit and familiarize the staff with the OSCE policies and procedures;
  7. Collects, checks and processes vehicle daily log sheets; submits information on private trips to HR Department. The Transport Assistant is responsible for preparing monthly fuel consumption reports and analyzing fuel consumption on each OSCE vehicles located in Bishkek whenever there is significant deviation in fuel consumption;
  8. Prepares newly arrived official vehicles for use, ensures that a vehicle is fully equipped with safe/radio equipment and necessary vehicle accessories as per POiB’s internal policies;
  9. Prepares the official vehicles to winter/summer seasons including change of tires, consults OSCE drivers regarding appropriate actions to be taken for preparation to winter season;
  10. Updating monthly vehicle insurance list;
  11. Completes requests for private trips by international mission members and prolongs whenever is required;
  12. Arranges maintenance, minor and capital repair of the OSCE vehicles to ensure roadworthiness and safety. The incumbent is responsible for preparation and updating data on repair and maintenance of each vehicle located in Bishkek;
  13. Consults PMMO on optimization of costs related to maintenance and repair of the official vehicles;
  14. Assists PMMO in preparation of budget related to maintenance and repair of POiB vehicles;
  15. Performs any other duties that the supervisor may assign.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by training in mechanic. Valid driving license minimum category BC. Specialized training in car pool (garage) management would be an asset;
  • Minimum 5 years experience in transportation and in team leadership in a large national or international organization with some skills in minor vehicle repair and car maintenance;
  • Computer literate with practical experience with MS Windows applications;
  • Knowledge of Russian and Kyrgyz languages is required. Working knowledge of English is required;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 754.41 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale
