Background    
     
   

Following the approval of a new export control law in 2014, and based on requirements of UN Resolution 1540, the Republic of Tajikistan sought for international assistance in developing sub-laws to the newly adopted law. Development of national control lists of dual use-goods, identification of responsible national entity for export control issues in Tajikistan were the first steps in the process. Through OSCE and US ExBS international expert assistance, the Tajik Government was able to complete those tasks in the period of 2017-2019.

In the period of 2018-2019, the involved international experts supported Tajikistan’s working group on export control in developing licensing forms for dual use goods. The list includes 17 application templates to be used during various export scenarios. The forms were finalized in beginning of 2020. At this stage, the country’s designated agencies have to harmonize the contents with the Government, in order to finalize the forms and get them approved for official use.

Objective

According to Countering Security Threats and Regional Cooperation Unit (CSTRC) Project document for 2020 and official request from Tajikistan’s Ministry of Economic Development and Trade, the national coordinating body on issues of export control, the Office will in 2020 assist in translating the developed license forms from Russian into Tajik and English languages.

     
Tasks and Responsibilities    
     
   

The translator will be responsible for provision of professional written translation of export control licencing forms and other regulatory instruments in the field of export control from Russian into Tajik and English in the period from 02 November to 11 December 2020.

  • Written translation of 100 pages of Word document to be provided.

Deliverables

  • High-level written translation of export control licencing forms provided from Russian into Tajik and English starting from 02 November to 11 December 2020.
     
Necessary Qualifications    
     
   
  • Higher education supplemented by specific studies in languages with specialization in interpretation techniques;
  • Minimum 5 years of experience in interpretation with national or International Organizations;
  • At least 4 years of experience with written translations of the documentations;
  • Excellent written skills in Tajik and Russian/English;
  • Experience of translation in the field of export control is highly appreciated.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
