Background    
     
   

The OSCE recognizes the important role and contribution that youth can have for the constructive development of the country. The OSCE’s commitments to promote the role and the inclusion of youth dates back to its founding document, the Helsinki Final Act, and has been strengthened through many subsequent OSCE decisions. The main strategic document in the area of youth in Montenegro is the National Strategy for Youth (2017-2021). Its implementation is under the responsibility of the Directorate for Youth within the Ministry of Sports. The Action Plan for 2017 for the implementation of the National Strategy was developed jointly with the Strategy. It envisages implementation of the training on youth policy under the Outcome F1- Established legal framework for implementation of the youth policy, measure F1- activity 1.4 and measure F6 - activity 6.2. The OSCE Mission to Montenegro will provide support to the Directorate of Sports by hiring one trainer to organize a two-day training on the implementation of the youth policy in Montenegro. The expert will be engaged for a maximum of 4 working days and will perform the workshop in pair with another trainer. The consultancy will take place in the period 11 December – 27 December 2017.

Objective:

To develop and conduct two-day training on implementation of the youth policy in Montenegro.

Deliverables:

  • Developed and conducted two-day training on implementation of the youth policy in Montenegro;
  • Prepared report with the recommendations provided by the participants during the two day training for further use of the Directorate and the Mission.
     
Tasks and Responsibilities    
     
   

The trainer will be responsible to develop and conduct a two-day training on the implementation of the youth policy in Montenegro. Specifically, the incumbent will:

  • In coordination with the Directorate for Youth and the OSCE Mission to Montenegro develop a training agenda and material for the two-day training on implementation of the youth policy in Montenegro;
  •  Conduct a two-day training on implementation of the youth policy in Montenegro, in pair with the second trainer;
  • Provide a training report in English (min. 3 pages) with recommendations upon its finalization.
     
Necessary Qualifications    
     
   
  • Citizen or permanent resident of Montenegro;
  • University level diploma (political or social sciences or other relevant fields);
  •  Relevant professional experience related to the youth area;
  • 5-10 years of relevant working experience in leading and facilitating process of development of policy documents on national level;
  • Proven experience in working on strategic documents or analyses related to youth policy in Montenegro;
  •  Good communication skills, flexibility and ability to work under pressure and within limited deadlines;
  •  Knowledge of English language.
