Background    
     
   

Having in mind the role that Local Public Broadcasters are still playing in local media ecosystems in Montenegro, the OSCE Mission to Montenegro will continue to support their work, professional development and capacity building.

In 2017, the Mission’s Media Programme invested significant efforts to meet and personally inquire the issues tackling the work and functioning of all 14 LPBs. These meetings showed that, despite the fact that LPBs are receiving certain funds from local budgets and are managing to function, it remains to further deliberate on the quality of their public service, grasping the fact that some of them truly struggle even with basic needs. During the meetings, Media Programme Team had the opportunity to get acquainted with all issues pertaining to different aspects of LPB’s reality. As expected, LPBs have a large number of joint problems including inability to address new obligations introduced by amended media laws, accumulated tax debts and poor social status of journalists, old technical equipment etc. Another very significant issue concerns the lack of professional capacities and lack of knowledge on fundraising opportunities.

After request for assistance received from LPBs, through the Union of Local Public Broadcasting Services (ULES), the Mission will support strengthening of LPBs’ skills in project management, thus helping them in finding potential donors and alternative sources of funding for their work. Pursuant to this, the Mission will engage two local consultants for a two-day capacity building training in Podgorica, for 15 media professionals from LPBs. The training will focus on project management basics, including project planning and writing, as well as guidelines for planning project finances.

The objective is to develop and deliver a two-day capacity building training, to a group of 15 media professionals from LPBs, on project management basics. The participants will be provided with key methods, tools and approaches related to project writing and project management. As a result, this training will contribute to the empowering of LPBs with knowledge and skills needed to respond to relevant donors’ calls for proposals and shape needs and ideas into concrete project activities with the aim to, ultimately, contribute to LPBs’ financial sustainability.

The Media Programme therefore invites applications from highly qualified, energetic and experienced Montenegrin professionals for the two temporary local consultancy posts of Trainers on Project Management Basics who would be tasked to deliver a two-day capacity building training, to a group of 15 media professionals from Local Public Broadcaster Services (LPBs), on Project Management Basics. The training will be held on 17th and 18th July 2018, in Podgorica.

 

     
Tasks and Responsibilities    
     
   

The objective is to develop and deliver a two-day capacity building training, to a group of 15 media professionals from LPBs, on project management basics. The participants will be provided with key methods, tools and approaches related to project writing and project management. As a result, this training will contribute to the empowering of LPBs with knowledge and skills needed to respond to relevant donors’ calls for proposals and shape needs and ideas into concrete project activities with the aim to, ultimately, contribute to LPBs’ financial sustainability. By thus, the local consultants will be tasked to: 

  • develop the concept of the training (including agenda, working methods, handouts and evaluation forms) and submit the proposed concept to the Media Programme Team no later than 10th July 2018; 
  • draft the final training program after inputs received from the Media Programme Team; 
  • develop the list of equipment and materials necessary for carrying out the training sessions; 
  • research and create a list of potential donors and open calls for proposals relevant for LPBs, which would be distributed to participants at the end of the training; 
  • deliver the two-day training; 
  • elaborate and submit a short training report, in English language, within seven days of the completion of the training.

Deliverables:

  • to develop and finalise the concept of the training (including agenda, working methods, handouts and evaluation forms), in close coordination with the Media Programme Team; 
  • to deliver the two-day training; 
  • to elaborate and submit a short training report.
     
Necessary Qualifications    
     
   
  • University degree in social/political sciences, economics, education or related field; 
  • At least five years of extensive working experience in conducting trainings on project management, development and capacity building; 
  • Ability to work in a team; 
  • Excellent communication and presentation skills; 
  • Montenegrin language as a mother tongue.

Remuneration Package    
     
    The Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
