General Minimum Requirements

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • First-level university degree in civil engineering, geography, geodesy, civic planning or graduate of a national military or emergency response academy at officer level with subsequent experience working in 24/7 watch or control centres or graduate of an imagery analyst training course;
  • Minimum six years of relevant professional experience in any of the following fields: staff officer in military or emergency response watch offices or control rooms or experience running operations or duty offices in deployed field activities or work in imagery analysis;
  • Experience with any or all of the following software packages: Google Earth, ARC-GIS, Adobe Acrobat Pro, Remote View;
  • Experience in working in an operations or monitoring watch or control centre, supervising activities conducted on a 24-hour basis, including supervision of shift workers;
  • Experience in managing staff with diverse experience in a volatile security environment;
  • Proven ability to draft concise, coherent daily and weekly reports incorporating narrative, visual and tabular data, meeting tight deadlines;
  • Demonstrated critical thinking, precision in work and problem-solving and the ability to work under pressure; ability to concentrate for long periods on detailed information;
  • Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
  • Ability to cope with physical hardship and willingness to perform shift work, work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Knowledge of imagery interpretation techniques and imagery analysis;
  • Experience in identification of military equipment in field locations, particularly weapons systems and munitions that are in use in the Ukrainian conflict;
  • Experience in the application of technological monitoring systems to the monitoring of conflicts and/or ceasefire regimes;
  • Ability to assess situations and react rapidly, as well as to adjust and cope with changing tasks and priorities;
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Ability to operate Windows applications including MS Word, Excel, Outlook as well as familiarity with internet search engines and techniques.

Desirable:

  • Possession of a valid automobile 'Class C' driving license;
  • Working knowledge of Ukrainian and/or Russian language(s);
  • Experience of working in Eastern Europe and/or knowledge of the region.
 
 
 
 
Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

As part of the recruitment process applicants must be determined as fit to work for the SMM prior to appointment/assignment, by completing a medical examination form and/or medical questionnaire, which will be assessed by a duly qualified medical practitioner appointed by the SMM.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

In order to effectively use, manage and store information received from the technical monitoring means, the SMM is creating a Technical Monitoring Centre (TMC) under the direction and supervision of the Operations Unit. Live feeds from SMM technical monitoring systems including cameras and acoustic sensors will be transmitted to the TMC, for 24/7 monitoring and recording of Minsk agreements violations, and development of real time situational awareness and a common operating picture for the Mission.

Under the direct supervision of the Chief of the Technical Monitoring Centre and guidance of the TMC Co-ordinator, the Technical Monitoring Centre Analytical Support Officer will act as shift supervisor within the TMC, responsible for supervising function of their shift, providing guidance to the Technical Monitoring Officers observing and recording camera and other sensor outputs from the field. The TMC Analytical Support Officer will also prepare first drafts of the TMC daily reports, ensuring accuracy, timeliness and compliance with format. The incumbent may be conducting his/her work in the office and field locations in Kyiv and in eastern Ukraine.

The TMC Analytical Support Officer will perform the following specific functions:

  1. Supervising shift and provide functional guidance to Technical Monitoring Officers (TMO);
  2. Serving as the initial point of identification and analysis of the information seen in the cameras;
  3. Carrying out basic analysis of imagery recorded by TMOs; selecting imagery to be forwarded to the IMC for detailed analysis;
  4. Drafting daily and shift reports on collected imagery, ensuring quality, timeliness and format;
  5. Liaising with and responding to other Head Office and field units to resolve issues with camera functionality or when further information or clarification is requested;
  6. Facilitating rapid assessment of information received through technical monitoring including contextualization and facilitation, design of survey templates, technology integration and co-ordination;
  7. Delivering briefings on TMC function and products to visitors;
  8. Carrying out the work programme for information systems under his/her responsibility;
  9. Performing other duties as assigned.
