The OSCE Programme Office in Bishkek (POiB) assists the Kyrgyz Government with the implementation of OSCE commitments and relevant international obligations and standards. The Programme Co-ordinator (PC) in the Office of Head of Mission oversees the development, implementation and evaluation of the POiB’s three thematic programmes and the projects implemented within those programmes. Whilst the daily implementation is conducted by the programmatic staff in each dimension, the PC fulfils directional and quality assurance. In order to cope with an ever-growing need to strengthen monitoring and evaluation (M&E) practices, the POiB is hiring a Temporary Programme Assistant for a short-term assignment until 31.12.2017.
Under the close supervision of the PC, the Temporary Programme Assistant directly assists the latter in the development of monitoring and evaluation of the 2017 projects, and the development of projects for 2018.

Tasks and Responsibilities |
|

|
|
|
|
- Assists the PC in reviewing and editing all sorts of project documents (concepts, proposals, amendments and notes) and reports, as well as inputs for the Unified Budget Cycle documents; collects and follows up with programmatic staff or M&E focal points in each dimension on information requested by the PC;
- Collects, registers, reports and maintains information and documentation on programmatic activities and how they contribute to delivering programmatic goals; to this end, the incumbent liaises with M&E focal points in each dimension and relevant programmatic staff, and reports back to the PC on the dimensions’ needs and progress; maintains institutional memory to record programme history and in particular, updates databases related to project beneficiaries (disaggregated by age, gender and diversity), geographic scope of project implementation, progress on gender-sensitive indicators, similar projects implemented by other international organizations, etc.;
- Monitors and compiles information on development aid and foreign policies of OSCE participating States, for the purpose of donor analysis and the development of donor strategies; and maintains an ExB contact list with details of contact points in delegations and embassies for reporting;
- Carries out limited research and evaluation of specific projects or project activities as requested by the PC; to this end, carries out field visits as needed;
- Attends internal and external meetings and takes minutes as requested;
- Maintains, monitors and updates an events calendar, in close consultation with the focal points in each dimension;
- Translates, where needed, project documents, such as project factsheets, from English to Russian;
- Performs other related duties as required.

Necessary Qualifications |
|

- Secondary school education supplemented by specialized studies in political science, languages, or social sciences;
- Minimum 3 years professional work experience, in a central or local governmental institution, international organization, and/or private enterprise;
- Excellent written and oral communication skills in English, as well as fluency in Russian;
- Experience in project planning, implementation, monitoring and evaluation procedures;
- Good office management and coordination skills and archiving;
- Computer literate with practical experience with Microsoft applications.

Remuneration Package |

Monthly remuneration, subject to social security deductions is 780.58 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme. |
