The grade of the job offered will depend on the years of previous relevant experience and education of the selected candidate(s) and will be on P1 or P2 level (both Step 1).
The Office of the Secretary General (OSG) provides general services to the Secretary General (SG), the Chairperson-in-Office and the participating States. It groups horizontal services such as Executive Management, Press and Public Information, Legal Services, External Co-operation, Security Management, Gender Affairs and Central Records Management, and oversees the Prague Office. The OSG also ensures effective co-ordination of policy advice provided to the Secretary General and the Chairmanship, and management decisions taken by the Secretary General. The OSG is led by a Director who also functions as the Head of the Executive Management Section.
Legal Services develops and strengthens the overall regulatory framework of the OSCE, advising on its implementation and responding to requests for legal advice OSCE-wide with respect to public international law, international civil service law, financial and contractual matters, as well as legal advice on issues related to the structure and activities of the OSCE.

Tasks and Responsibilities |

|
Under the general supervision of the Head, Legal Services, and mentored by the Legal Adviser and senior Legal Officers, the temporary Legal Officer supports the work of Legal Services on all legal issues relating to the functions, structure and activities of the Organization. Specifically, the successful candidate will be performing the following duties:
- Providing legal advice on issues arising in relation to early warning, conflict prevention, crisis management and post conflict rehabilitation, including by participating in task forces;
- Providing legal advice on issues concerning the legal status and privileges and immunities of the OSCE and its officials and liaising with governmental officials in respect of issues arising in the OSCE’s activities;
- Providing legal advice in the negotiation or interpretation of legal instruments, such as agreements, memoranda of understanding, or other legal materials relevant to the work of the OSCE, including donor or partnership agreements and cooperation with other international organizations;
- Providing legal advice on representation or procedure in the OSCE decision-making bodies;
- Providing legal advice on the elaboration, review, interpretation and application of the regulatory framework of the OSCE, including Staff Regulations, Rules and Instructions, Financial Regulations and other administrative issuances;
- Providing legal advice in the negotiations or interpretation of contracts for the lease of premises and for the acquisition of goods, services, and or works, as well as on issues concerning intellectual property rights and insurance;
- Providing legal advice on dispute resolution, including by examining claims by or against the OSCE and its officials and preparation of the related briefs asserting the rights or defence of the OSCE;
- Performing extensive legal research and analysis for the preparation of legal opinions, studies, reports or correspondence;
- Collaborating with the Legal Assistants and Interns, as required, including assigning tasks and reviewing work;
- Deputising for the Head, Legal Services, as required;
- Performing other duties as required, including presentations on legal issues for internal or external audiences and liaison with counterparts in other international organizations.

Necessary Qualifications |
|
|
|
|
|
|
|
- First-level university degree in law with specialization in public international law;
- A minimum of two to four years of directly-related professional experience;
- Demonstrated ability to grasp the important aspects of complex issues and make expeditious and firm decisions based on sound judgement;
- Strong ability to deliver written and oral information clearly;
- Professional fluency in English, including excellent drafting skills; working knowledge of another OSCE official language would be an asset;
- Proficiency in standard software applications, including practical experience with Microsoft packages; familiarity with Oracle ERP systems is an asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration is approximately EUR 3,766/EUR 4,815 (P1/P2) depending on post adjustment. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are made at step 1 of the applicable OSCE salary scale.
