Background    
     
   

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities. The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of job design, recruitment, administration of benefits and entitlements, payroll, performance management and learning and development across the Organization.

 

The Talent Management Section, one of two sections in DHR, comprises units dealing with Job Design and Classification, Recruitment and Learning and Development. The Section is led by the Deputy Director/Head, Talent Management and works together to attract, manage, develop and retain the highest quality staff throughout the OSCE.

 

The Talent Management Officer works closely with the Head, Talent Management, the units within the section and other units within the Department of Human Resources and the Secretariat. She/he ensures effective general coordination within the section, is the focal point for specific activities such as employer branding and staff engagement surveys and contributes directly to the work of the learning and development and recruitment units. She/he retains a primary focus on diversity considerations and promotes them in the work of the section.   

     
Tasks and Responsibilities    
     
   

Under the overall supervision of the Head, Talent Management Section, the Talent Management Officer will be responsible for:

 

  1. Planning, implementing and monitoring strategic projects in talent management;
  2. Acting as the focal point on specific talent management activities such as employee engagement surveys, on-boarding interviews, employer branding activities;
  3. Liaising with other OSCE Executive Structures, participating States and a range of external stakeholders on talent management issues;
  4. Researching best practices and relevant developments in talent management in other organizations;
  5. Participating directly in the work of the recruitment and learning and development units including recruitment and selection processes, the performance management portfolio and coordinating the executive gender coach programme;
  6. Assisting the Head, Talent Management Section in day-to-day management;
  7. Preparing inputs, including analytical reports, talking points and briefing notes;
  8. Preparing and participating in external and internal meetings and working groups, delivering presentations;
  9. Performing other duties as assigned by the Head, Talent Management Section.

Necessary Qualifications    
     
   
  • First-level university degree in public/business administration, management, human resources, or related subjects. A second-level university degree is an asset;
  • Minimum of six years of relevant professional experience, part of which related to human resource management and talent management (job design, talent acquisition, learning and development, performance management) with some experience with non-profit or international organizations being an advantage;
  • Demonstrated knowledge of modern employer branding and previous experience in using social media platforms in their work;
  • Proven experience in working successfully as part of a diverse team and collaborating effectively with a range of internal and external stakeholders;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Professional fluency in English both written and oral, as well as presentation skills;
  • Computer literate with practical experience in the use of common software applications;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds.
