Background | ||
This vacancy is open for persons with citizenship of one of the OSCE participating States, excluding the sole citizenship of the Republic of Serbia. The OSCE Mission to Serbia requires the services of an international consultant to develop a shared vision for the approach and provide mentorship to the development of the sustainable development strategy for the City of Novi Pazar. Namely, in August 2017, the City of Novi Pazar announced plans for a 10-year Sustainable Development Strategy to serve as the City’s master planning document for the period 2018-2028. This strategy will cover 16 "modules" which align with the programmatic budget categories as defined by the Government of Serbia, and is designed to support improved planning and implementation by aligning strategic objectives with the city’s budget allocation. The Mayor of Novi Pazar has identified a module manager, a city official with responsibility in the area identified, for each topic, responsible for compiling a team to collect data and background material to support identification of priorities within the following four priority areas: 1) Infrastructure and Urban Development, 2) Economic Development, 3) Improving Quality of Life, 4) Security and Protection. The next phase requires module managers to review current challenges and prior successes, as well as overlapping areas to determine the 10-year strategy going forward. In line with the Mission’s efforts to support transparency and good governance in local administrations, and to build on previous support to the city of Novi Pazar to develop strategies regarding communication, gender equality, youth and safety, support will be provided to encourage cross-sectoral co-ordination, incorporation of existing strategies and action plans, efficient resource allocation, and mechanisms for impact assessment. |

Tasks and Responsibilities | ||

The international consultant will be required to submit a summary report regarding the findings and observations based on mentorship sessions, including summary feedback regarding impact measurement and strategy design. |

Remuneration Package | ||
The consultant will be employed for a total of six days in the period from 19 April to 18 July 2018, and will be paid a total amount not exceeding 2,880 EUR (up to 480 EUR per day), commensurate to the selected consultant's qualifications and experience, upon completion of the assignment. | ||
