Background    
     
   

Conference and Language Services, as part of the Office of the Secretary General, provides professional support to the decision-making bodies of the OSCE and the respective delegations on matters dealing with the organization of meetings, including interpretation and translation, documents control, editing and word processing services.

 

The Documents Control Unit receives manuscripts/draft documents from in-house and outside sources for editing, translation and typing. Official OSCE documents are translated into one or more of the six official OSCE languages.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Chief Linguist, the incumbent will be responsible for:

 

  1. Receiving, classifying and logging in documents received from the Secretariat, delegations and OSCE Institutions for editing and/or translating and typing in one or more of the six official OSCE languages;
  2. Establishing and maintaining a coding system for documents to be translated and edited in electronic format (database) and updating both the system and the database as necessary;
  3. Checking documents for overall completeness, accuracy and compliance with client requirements and verifying the visual and terminological consistency with standards;
  4. Determining the appropriate format for various documents;  establishing revised standards for format and layout; establishing and providing reference material;
  5. Prioritizing and co-ordinating the work of the various language units; forwarding documents to the editors, translators and typists for processing and establishing/re-establishing deadlines in co-operation with them;  keeping records of editing and translation work in process;
  6. Copying-editing texts in preparation for submission to the editors; marking all changes or corrections in the documents submitted to the translation units; obtaining approval of originators of documents to editorial proposals, answering any related questions and ensuring that editorial comments are correctly incorporated into documents;
  7. Maintaining daily and monthly workload statistics and providing regular and ad hoc reports on editing, translation, typing and other workload and performance issues;
  8. Organizing and supervising the work of the documents control staff, providing information and training, evaluating performance, recruiting new staff as well as planning and arranging for additional translating or editing resources, as needed;
  9. Compiling and updating a manual on documents control methods, procedures and workflows;
  10. Keeping up-to-date on documents control procedures and methods used in other international organizations as well as new software tools, applications and methodologies to improve the work processes of translators, editors and word processing operators;
  11. Liaising with counterparts in Conference Services and other departments within the Secretariat;
  12. Providing support to meetings of the Ministerial Council and other important OSCE meetings and conferences;
  13. Performing other related duties as required.

Necessary Qualifications    
     
   
  • Completed secondary education;
  • A minimum of six years of relevant administrative experience;
  • At least one year of supervisory experience;
  • At least one year of directly related work experience in text-processing, documents control, records management or conference services;
  • Computer literate with practical experience using Microsoft applications;
  • Professional fluency in English, including excellent written and oral communication skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 4,385 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
