Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at OSCE/ODIHR must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

 
 
 
 
Tasks and Responsibilities

As one of the Director's closest collaborators and advisers, and reporting directly to the Director, the Special Adviser/Director's Representative in Vienna carries out a wide variety of tasks related to the management of the Director's office and agenda, as well as running of the ODIHR activities. The Director assigns to his/her Special Adviser/Representative in Vienna geographic areas of the OSCE, thematic fields of ODIHR mandate and Ministerial Council/Permanent Council tasking to monitor, follow up and advise on.

Under the direct supervision of the Director, the incumbent performs the following duties:

  1. Liaising with internal OSCE and external international partners and informing them about ODIHR's activities when needed or requested, and conveying back to ODIHR the views and concerns of the delegations;
  2. Providing policy and political advice to the Director of ODIHR;
  3. Co-ordinating the Director¿s short, medium and long-term travel plans and work agenda;
  4. Providing input and advice as well as drafting, editing and clearance of thematic and country specific statements, speeches, reports and official correspondence to the Director to ensure political and policy soundness of this communication;
  5. Performing other related duties as assigned.

Necessary Qualifications
  • Second-level university degree (including post-graduate study) in law, political science, economics or related subject, preferably with a specialization in human rights, public international law, democratic assistance and/or international relations;
  • At least ten years (full-time equivalent) of progressively responsible experience preferably in multilateral diplomacy, either as government representative or within an international organization;
  • Experience within the OSCE, both with field operations and headquarters, is an asset:
  • Firm knowledge of the OSCE region;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds;
  • Professional fluency in the English language (written and oral);
  • Proficiency in other OSCE languages is an asset.
