Background  
     
   

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) assists the 57 OSCE participating States in the implementation of their human dimension commitments, including in areas of democracy, rule of law, human rights and tolerance and non-discrimination. (Further details of the organization can be found at www.osce.org/odihr.)

The OSCE participating States review and discuss the application of their commitments in the human dimension of security at annual meetings called human dimension meetings. There are three types of meetings:

HUMAN DIMENSION IMPLEMENTATION MEETING (HDIM) which is organized in Warsaw, once a year, for two weeks.

SUPPLEMENTARY HUMAN DIMENSION MEETINGS (SHDMs) which are informal meetings organized by the OSCE Chairmanship-in-Office with assistance from ODIHR, in co-operation with other OSCE institutions and executive structures as appropriate.

HUMAN DIMENSION SEMINAR (HDS), organized in Warsaw by ODIHR under the guidance of the OSCE Chairmanship.

Every year, up to 2000 people participate in the meetings and they also organize more than 100 side events on the margins of the meetings. To participate, they need to register through an ODIHR online self-registration system. They also book side events through this system. However, the system was created more than 15 years ago; since then, the number of participants has grown more than four times. Nowadays, the system does not meet expectations anymore and it needs to be modernized.

OBJECTIVE:

The objectives of the assignment are: to evaluate the current registration system and the needs of its users (the organizers and some participants); to prepare the Terms of Reference and help to choose a developer of a new system in 2018.

The Consultant will evaluate the system (including by consulting different stakeholders and users, under the guidance of ODIHR) and, based on this evaluation, will prepare specific technical criteria for the database procurement process, identifying potential software solutions, assisting in answering technical questions by potential vendors, and contributing to the technical evaluation of the vendors. In addition, upon request, the Consultant will review the work completed by the vendor in developing the database.

     
Tasks and Responsibilities  
     
   

The Consultant will report to the Human Dimension Meetings Officer and will be primarily tasked with:

  • Evaluation of the current system and identification of needs of different parties and users; this should include interviews, evaluation criteria and preparation of evaluation and recommendation report containing the outline of technical solutions for registration system;
  • Providing technical advice and support on identifying technical solutions, interactive tools and new technology solutions for the registration and side events booking systems;
  • Assisting in preparing the technical requirements necessary for the RFQ process, notably in the preparation of terms of reference;
  • Assisting in answering technical questions by potential vendors throughout the RFQ process;
  • Participating in the technical evaluation of bidders;
  • Submitting a written final evaluation and recommendation report (see ‘Deliverables’);
  • Reviewing the work completed by the selected vendor, including the development of the database and the server it is hosted on;
  • Remaining available for consultation with ODIHR, including written responses, until all outputs are delivered to ODIHR.

DELIVERABLES:

The Consultant will deliver:

  • Evaluation and recommendations’ report (by mid-December 2017);
  • Documentation on the database development, including identified problems and recommendations to resolve these (by mid-December 2017);
  • Technical specifications to the Request for Quotations (RFQ) for the database development (by mid-December 2017).
  • Technical assessment of the RFQ evaluation report (first quarter of 2018);
  • Written answers to technical questions from ODIHR and potential vendors (first quarter of 2018).
     
Necessary Qualifications  
     
   
  • Minimum six years of professional experience, including at least three years in web development;
  • University degree in computer science or a related discipline;
  • Experience with evaluation of, developing, testing and implementing databases and registration systems;
  • Familiarity with database systems and with major web development programming languages, such as .NET, JavaScript, PHP, or other;
  • Experience in drafting detailed technical components for RFQ or similar procurement processes;
  • Experience in assessing RFQs or similar procurement processes;
  • Experience in project management skills (e.g. Prince2 Foundation/Practitioner certificate) and in IT best practices (e.g. ITIL);
  • Knowledge of data protection legislation;
  • Previous work with governments, public institutions or international organizations is an asset, especially if related to projects involving development of IT solutions and databases;
  • Strong analytical skills and ability to process quantitative information;
  • Excellent organizational skills;
  • Excellent command of English language, both written and spoken;
  • Excellent interpersonal skills, with ability to work well within a diverse team.

Remuneration Package  
     
   

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.

LOCATION: The Consultant will work from home, with occasional visits to ODIHR’s Office in Warsaw.
