Background.
In the framework of the Security Partnership’s project activity “Support to the Ministry of Interior for crisis management policy-making”, SCD will support the Security Academy to develop the Curriculum on Crisis Management, through an international expert. The expert will work on daily basis with a working group (WG) and focal point from the Academy. Since the WG members and focal point assigned by the Security Academy do not speak English, arises the need to have a full-time translator and assistant, to work closely with the international expert and facilitate her communication with local stakeholders.
Tasks and Responsibilities
In particular the incumbent to this short term assignment will be expected to perform the following tasks and be responsible for the quality of his work as described below:
• Translates materials provided by the Security Academy on Crisis Management. • Provides consecutive translation/interpretation during the online meetings of international expert and Albanian stakeholders. • Translates e-mail correspondence between international expert and national stakeholders. • Writes summaries of meetings between international expert and national stakeholders. • Maintains, archives, takes care of incoming and outgoing electronic and paper documents. • Assists National Community Safety Officer with administrative processes, such as raising RATS requests and arranging online meetings. • Coordinates with OSCE PiA IT unit, to arrange online meetings. • Performs any other administrative/translation task required by the Security Partnership’s project team
Requirements
Education: - Secondary education in English language. - University degree in English language or other education for interpretation would be an advantage.
Experience: - At least 3 years of relevant work (translation, interpretation, and supportive administrative work) experience is mandatory, ideally exposed to international work experience (international organisation). - Experience in supporting organization of meetings, conferences and public events, as well as communicating with high-level officials. - Knowledge of Albanian security institutions, such as Ministry of Interior, Albanian State Police and Security Academy, is desirable.
Languages: - Very good level of written and spoken English and Albanian. Skills: - Computer literate with good command of MS Office applications – in particular Word and Outlook; - Organization and co-ordination skills, as well as maintenance of filing systems; - Excellent English report writing skills.

Remuneration:
According to the fixed OSCE salary scale, the remuneration is approximately 969 EURO, subject to National Social Security deductions. OSCE salaries are exempt from taxation.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
