This is an extra-budgetary position.

The initial contract will be for one year, renewable until the project ends. The expected duration of the project is from January 2020 until December 2021 and the selected candidate should commit to being available for the duration of the project.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

The Office’s Tolerance and Non-Discrimination Department is currently managing large-scale, extra budgetary project - “Turning Words into Action” (WIA) which aims to ensure, that equal, inclusive and resilient societies across the OSCE region are free of all forms of discrimination and marginalization, and that civil society in the OSCE participating States can work effectively to advance democracy and human rights.
The project is structured around four mutually-supporting outcomes (with corresponding four budget tasks): 1. Assist security institutions and civil society organizations to work together to respond to the specific security needs of Jewish, and other minority communities; 2. Work with education policy-makers and specialists to raise awareness of the importance of education on anti-Semitism and other forms of discrimination through a series of policy meetings and the dissemination of education tools, guidance and good practices; 3. Support civil society action on anti-Semitism, other forms of discrimination, and hate crime through capacity building and the facilitation of coalitions; and 4. Provide national security institutions with technical assistance to strengthen legislation, policies and practice to combat hate crime.

Tasks and Responsibilities:  
     
   

Under the supervision of the Project Officer, the incumbent will be responsible for the following duties:

1. Supporting the implementation of the hate crime reporting platform, in particular:

- establishing detailed timeframe and calendar for the implementation of activities,
- providing training on platform use for CSO,
- maintaining regular follow up, communication and coordination between CSOs and software development company (testing feedback, ad-hoc IT support),
- coordinating the update of the platform, initiate further updates of the platform as needed, and track the implementation of changes in the software,
- supporting preparation of the platform’s promotional materials and the platform’s official launch, reporting on pilot phase and overall platform development process;

2. Supporting Project Officer in developing and maintaining project monitoring and evaluation by collecting data and drafting summary reports;

3. Ensuring high quality information and communication materials, and visibility of the project activities to the project stakeholders;

4. Contributing to the proper documents and records management by maintaining appropriate project filing system and ensuring maintenance of all project files.

     
Necessary Qualifications:  
     
   
  • Completion of secondary education required; university or vocational training in IT, communications, web development, journalism, political science, or similar field is desirable;
  • A minimum of six years of directly related work experience in web support functions;
  • At least 2 years of experience in the implementation and maintenance of the reporting platforms;
  • At least 2 years of experience in supporting projects’ monitoring and evaluation;
  • Previous exposure and/or experience in dealing with tolerance and non-discrimination in general and preventing anti-Semitism and intolerance against Muslims in particular is considered an asset;
  • Familiarity with hate crime reporting is desirable;
  • Proven competence in research and analytical writing in English;
  • Advanced computer skills in word processing, spreadsheet and database software is required;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration Package:  
     
   

Monthly remuneration, subject to social security deductions, is approximately 8,500 PLN. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 52 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
