General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven experience in the area of advanced, specialized and forensic police training
  • Comprehensive knowledge of police training methods, conducting training needs analysis, supervisory training and training police managers
  • Experience in designing training curricula for police including co-ordinating and implementing training strategies; ability to integrate a gender perspective into tasks and activities
  • Proven experience in project management (planning, designing, budgeting, management, evaluation)
  • Ability to establish and maintain effective working relationship with people of different cultures and religious backgrounds, different gender and diverse political views while maintaining impartiality and objectivity
  • Ability to operate Windows applications, including word processing and email
  • Substantial skills in researching, analysing, drafting, editing, reporting and presentation

Desirable:

  • Previous liaison experience with forensic laboratories and non-law enforcement organizations (e.g. local and/or central governmental agencies, NGOs and social service bodies)
  • Previous experience working in a capacity building role in South Eastern Europe including knowledge of regional political history and developments
  • Practical experience and/or working knowledge of the OSCE, UN, NATO and EU, authority mechanisms and local institutions
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Training Development Section, the Senior Training Development Officer will perform the following duties:

  1. Oversees, analyses and reports on systematic advanced and specialized police curricula aspects, ensuring a professional environment that benefits both students and staff;
  2. Provides subject matter expertise and assistance to the Ministry of Internal Affairs and Kosovo Police in the process of analysis of existing training courses and drafting of new relevant capacity building related documents, strategies and action plans;
  3. Assists the co-ordination of donor efforts in developing police and forensic training;
  4. Supervises, assesses and evaluates all aspects of the Training Development including advanced and specialized police curricula; ensures high quality of instruction and interpretation;
  5. Arranges the design and delivery of new programs (internally or externally sourced);
  6. Liaises closely with counterparts in the OSCE Secretariat in Vienna and other OSCE field operations as well as local and international stakeholders; assists in the further development of effective advanced and specialized training for police officers;
  7. Attends seminars, workshops, conferences, courses, etc. as required by the Chief of the Section;
  8. Produces post-training evaluation report and recommendations for further action;
  9. Performs other duties as assigned.
