Background
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Senior Security Assistant with its main Office in Kyiv. The Mission, in line with the OSCE SMM Gender Equality Action Plan, is committed to improving the gender balance among staff in all areas and levels within the SMM. Currently female professionals are underrepresented within the Safety & Security Unit. Female candidates are therefore strongly encouraged to apply.

 

Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities
     
   

Under the guidance and supervision of the Deputy Chief of Mission Security, the Senior Security Assistant performs the following functions:

 

  1. Provides statistical analysis support to the planning, organizing, tracking and directing of the Safety & Security Unit day-to-day activities;
  2. Maintains the SMM ID database and provides  SMM ID’s for staff and  contractors upon request; makes sure that the SMM ID’s are up-to-date and according to the timeframe of activities;
  3. Participates in the submission of “SMM Daily Morning Briefing” (Security Information for SMM Staff); on the daily basis extracts information from security reports and open media sources and provides the briefing for unit management;
  4. In coordination with building management unit, maintains the Fire Safety administrative logs and maintenance schedule of fire extinguishers; Proposes appropriate  administrative fire safety measures when applicable;
  5. Responsible for updating the “Security Instructions” folder in the SMM intranet and shared drive; Maintaining and  correcting the existing documents, uploading newly approved instructions, informing about the changes the Security Officials all over the mission; proposing changes to the unit management as required;
  6. Focal point for developing methods of data extraction and analysis of available data, in order to answer routine and ad hoc questions on Safety & Security Unit activities posed by senior management, the OSCE Security Management and other interested authorized parties;
  7. Conducts statistical analysis of Safety & Security Unit activity, prepares reports in a variety of electronic and narrative formats.  Flags anomalies or unexpected trends in Safety & Security Unit activity that becomes apparent as a result of analysis, bringing issues to unit management for follow-up or resolution;
  8. Liaises and cooperates with other SMM units and external entities regarding arrangements and conduct of visits to SMM;
  9. Develops and maintains custom information management products such as spreadsheets, graphs and charts for use in answering questions related to Safety & Security Unit activity and plans for SMM senior management and higher echelons of OSCE;
  10. Co-ordinates the work of one Administrative Assistant in SSU;
  11. Performs other duties as assigned;
     
Necessary Qualifications
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by formal studies in administration or security matters;
  • At least six (6) years of work experience in a government office or international work environment in security duties;
  • Established experience in use of analytical and presentation tools and statistical analysis;
  • Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
  • Computer literate with practical experience in Microsoft Office applications;
  • Strong organizational skills, ability to work with numbers and accuracy in keeping a filing and records system;
  • Customer service oriented; ability to work in a confidential environment and maintain a high level of discretion;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package
     
    Monthly remuneration, subject to social security deductions is 1176.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
