The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR-CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the Special Representative and Co-ordinator (OSR-CTHB) assists OSCE participating States in the implementation of all relevant commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings and its Addenda. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (THB) with a focus on the following activities: enhancing the awareness and understanding of all forms of THB across the OSCE region; policy, planning and advocacy especially in the area of emerging trends of THB and effective approaches to combat THB; and direct assistance to participating States in practical and technical areas, at their request.

Tasks and Responsibilities |

|
|
Under the direct supervision of the SR CTHB, should you be selected, you will be responsible for the following tasks:
- Arranging, co-ordinating and updating the supervisor’s overall schedules, including monitoring OSCE, Chairmanship and other relevant event calendars, internal and external meetings and duty travel; drafting correspondence in English and German; sending courtesy and routine correspondence on behalf of professional staff;
- Making travel arrangements for the SR, the Deputy Co-ordinator and other senior members of the Office as relevant, including preparing travel authorizations and travel claims and assisting with visas; preparing annual travel cost estimation plan, monitoring undertaken travel, preparing periodic reports;
- Managing the correspondence flow of the Office; attaching background material; draws supervisor’s attention to items of particular importance and interest; distributing copies to staff members in the Office, as appropriate; handling phone calls;
- Checking all outgoing material submitted for the supervisor’s signature or approval, for format, grammatical and typographical accuracy, conformity with overall policy or specific instructions, typing, layout and use of correct channels of communication, referring any discrepancies to the originating office; maintaining and keeping up-to-date the work area’s files of reference material;
- Organizing the procurement of supplies, equipment and services, by obtaining quotations from designated vendors, issuing Purchase Requisitions, overseeing the delivery of goods and services and confirming the delivery in the system;
- Assisting the Deputy Co-ordinator and professional staff in drafting Special Service Agreements (SSA) and co-ordinating their administrative implementation with relevant units of the Secretariat (DMF, Procurement, DHR, ICT); keeping record of related expenditures and upon finalization of work ensuring the processing of payment;
- During peak periods sharing the workload with the Administrative Assistant and replacing her/him during absences on leave, etc., ensuring that all applicable administrative procedures and guidelines are implemented;
- Performs related duties as assigned including co-ordinating leave plans for the OSR CTHB, co-ordinating the IT support for the SR and Deputy Co-ordinator and/or organizing agenda for staff meetings.

Necessary Qualifications |
|
|

- Completed secondary education, supplemented by secretarial training;
- A minimum of four years of clerical, secretarial and administrative experience;
- Proven organizational skills;
- Accuracy and ability to work with numbers, consistency in taking follow-up action;
- Knowledge of the Organization’s administrative and financial regulations is an asset;
- Professional fluency in English, including related drafting skills; working knowledge of German is an asset; knowledge of another official language of the OSCE is an asset;
- A knowledge of the objectives of the area of work of the Department, relationships of work performed by the various areas of the Department and the general structure of the Organization is an asset;
- Computer literate with practical experience in Microsoft applications;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deduction, is EUR 3,878 per month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
