Tasks and Responsibilities |

|
Under the overall supervision of the Head of Human Resources and direct supervision of the National Recruitment Officer, the incumbent is responsible to provide administrative support and assistance in recruitment and selection processes, represent HR in Interview Boards as Interview Board Member and secretary of the Board, enter and maintain data of candidates, consultants hired by the Mission.
- Drafting and monitoring the issuance of vacancy notices for international and national positions in the SMM;
- Screening and assessing applications, based on mandatory and desirable criteria and establishing long-lists and, in consultation with the hiring department, contributing ,with line managers to shortlist of candidates to be invited for interview;
- Liaising with hiring departments regarding composition of the Interview Board, preparation of interview questions, written test and evaluation criteria, preparing interview schedule; answering queries regarding recruitment procedures;
- Overseeing and when required, informing short-listed applicants of interview schedule time and place and ensuring that logistical arrangements including administering written tests are organized;
- Participating in Interview Boards as a representative of the HR Unit and a board member/secretary; drafting recruitment reports for further review of the Interview Boards; preparing interoffice memorandums for the approval of the Head of the Mission;
- Ensuring that reference check /PAR forms for recommended candidates are systematically done;
- Requesting other Recruitment Assistants to inform selected candidates, on the interview outcome; when required, advising candidates on employment conditions, living conditions and accommodation, ensuring that all relevant documentation is completed and submitted in due time. Coordinating arrangements for new staff members (ordering ID cards, network accounts, phones, etc).
- Co-ordinating the work of Recruitment Assistant(s). Guiding and advising Admin/HR Assistants in the field offices to ensure that recruitment activities in the field are administered in accordance with the OSCE Staff Rules and Regulations; and also providing on-job trainings on recruitment and selection to Admin/HR Assistants in the field;
- Performing other duties as assigned. Travels to field locations, if required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Ukrainian citizenship or holding permanent resident status in Ukraine;
- Secondary education supplemented by formal studies in Administration, HR functions;
- At least 6 years of work experience in general administration, in particular in HR and recruitment matters preferably in an international environment;
- Excellent computer skills with practical experience with Microsoft applications;
- Excellent written and oral communication skills in English, Russian and Ukrainian;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1176.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions. |
