The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General and the Chairperson-in-Office (CiO) in relation to field related activities and is the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

 

The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The FSC Support section within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC by providing technical support and expertise. In this respect, the Section acts as a focal point and prepares reports and overviews on military information exchanged by participating States. The Section also supports the Informal Working Group Structured Dialogue established in accordance with MC Document No. 4/16.

     
Tasks and Responsibilities    
     
   

Under supervision of the Senior FSC Support Officer, the Senior Project Assistant provides support to Extra Budgetary projects implementation, in particular to the Informal Working Group (IWG) on the “Structured Dialogue” project.  In particular, the incumbent is:

 

  1. Making necessary administrative arrangements for conducting meetings of the IWG on Structured Dialogue, including venue, interpretation, catering and travel as well as advises the Chair of Structured Dialogue on the OSCE rules of procedure, OSCE rules and regulations;
  2. Making sure that necessary administrative procedures are followed in the preparation of background academic papers, reviewing inputs and ensuring timely distribution among the participants of the IWG;
  3. Ensuring proper branding and visibility of Structured Dialogue among various target audiences, including pS, academia, IOs and NGOs and the wider public;
  4. Drafting reports and talking points for the Chair of the IWG;
  5. Participating in meetings of the IWG and its preparatory meetings and briefs the Senior FSC Support Officer and senior management;
  6. Conducting research on topics relevant to the discussions in the IWG on Structured Dialogue as well as analysing the content of documents/papers submitted by delegations and compiling background information on specific topics;
  7. Preparing presentations for security-related seminars held by other international organizations, academic institutions or participating States; and taking part in events related to CSBMs and military aspects of security;
  8. Preparing input for speeches by senior OSCE officials at high level meetings and conferences;
  9. Briefing representatives of international organizations, NGOs, groups of visitors and students on the OSCE;
  10. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Minimum  6 years of administrative/ working  experience in international environment is required;
  • Extensive experience in drafting factual reports and minutes of meetings is required;
  • Experience in military sphere, particularly knowledge of arms control and disarmament processes is highly desirable;
  • Experience of working in international setting, particularly international organizations, is highly desirable;
  • Knowledge of OSCE rules and procedures is desirable;
  • Professional fluency in the English language; knowledge of other OSCE languages, particularly of Russian is an advantage;
  • Computer literate with practical experience with Microsoft applications;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Experience of working in a multilateral/multicultural environment; ability to establish and maintain effective work relations with different cultural and national backgrounds.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 4,385 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
