Background
     
   

This is a maternity cover position. The contract will be issued for a period from 1 May 2021 to 30 April 2022.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR mandate.

 

The post is located within ODIHR’s Project Co-ordination Unit (PCU) of the Direction and Policy Department, tasked to provide quality oversight and advice concerning the design and use of project development, monitoring and evaluation tools and processes.

     
Tasks and Responsibilities
     
   

The Senior Project Assistant will support ODIHR’s Project Co-ordinator in:

 

  1.  Maintaining a good grasp of both programmatic aspects and financial aspects of ODIHR’s extra budgetary (ExB) activities, including monitoring all regular reporting on ExB contributions to donors (quarterly, semi-annual, annual, etc);
  2. Maintaining up-to-date charts (Excel) on ExB funding, informing staff of funding status, supporting ODIHR programme/project managers and budget staff to keep with the deadlines for the use of ExB funds;
  3. Assisting in co-ordinating reports and funding requests to the European Commission between all ODIHR programmes and finance staff (monitoring spending levels and specific contract conditions);
  4. Drafting and monitoring annual donor reporting schedule;
  5. Requesting and following up on receipt of narrative and financial reports, proof-reading reports, preparing coherent donor reports consisting of all narrative reports per donor;
  6. Analyzing narrative and financial reports for consistency against donor pledges and their special conditions; following up on the findings with relevant ODIHR staff members, co-ordinating across the Office in all of ODIHR’s programmes;
  7. Assisting in managing the annual update of  ODIHR ExB funding needs;
  8. Assisting in responding to donor inquiries and preparing requests to donors for re-allocation/return of funds,  and following up directly with donors and staff;
  9. Responsible for organizing, maintaining and updating files on donor priorities/ contributions/correspondence;
  10. Requesting and following up on transfers of funds between programmes/projects and closure;
  11. Assisting in maintaining project/programme information up-to-date in IRMA and DocIn.
     
Necessary Qualifications
     
   
  • Completed secondary education is required;
  • Additional courses or training in business administration, public administration, project management, budget monitoring,  logistics management, economic sciences, or related field are desirable;
  • At least six years of relevant professional experience in organization and co-ordination of business processes or administrative work related to project management, monitoring and evaluation;
  • At least one year of working experience at international level; preferably with OSCE or similar international organizations;
  • Demonstrated experience in co-ordinating reporting activities among stakeholders;
  • Excellent negotiation, organizational and coordination skills;
  • Demonstrated ability to work under pressure in a politically sensitive environment, showing problem solving attitude and commitment to achieve high level results with minimum supervision;
  • Excellent written and oral communication skills in English, knowledge of other OSCE working languages, particularly Russian, is an asset;
  • Computer literacy with practical experience with Microsoft applications, in particular Word and Excel; Oracle experience is highly desirable;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration Package
     
   

Monthly remuneration, subject to social security deductions, is approximately PLN 8,445. OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 52 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale.
