Background    
     
   

Please note that this position is extra-budgetary (ExB) funded and an initial temporary contract will be issued until 31 December 2017. An extension is likely, but subject to the availability of funds.

 

The Transnational Threats Department (TNTD) was created in the OSCE Secretariat with a view to ensuring better co-ordination, strengthened coherence of action, and more efficient use of OSCE’s resources in addressing transnational threats. One particular focus in these efforts is the practical implementation of the confidence-building measures to reduce the risks of conflict stemming from the use of information and communication technologies. To this end, TNTD’s Co-ordination Cell (TNTD/CC) acts as focal point for participating States, the Secretary General, OSCE executive structures, the Chairmanship-in-Office and an OSCE working group on cyber/ICT security related issues.

 

As such, the TNTD/CC undertakes to implement the OSCE’s efforts related to reducing the risks of conflict stemming from the use of information and communication technologies. The project assistant will play an active and multifaceted role within the coordination cell and among various stakeholders in supporting project delivery.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Project Manager, the incumbent will be assigned to running a TNTD/CC project oriented towards promoting cyber stability and reducing the risks of conflict stemming from the use of information and communication technologies by enhancing implementation of cyber/ICT security Confidence-Building Measures from Permanent Council Decisions 1106 and 1202, in line with Ministerial Council Decision 5/16. In this capacity, the incumbent will be tasked with performing the following duties:

 

  1. Implementing the project through all phases of the project management cycle;
  2. Organising project-related events and activities, arranging the associated travel and logistics, visa requests and expense claims;
  3. Exercising responsibility over the project’s administrative, financial, and logistical aspects (project expenditures, timelines, and reporting requirements);
  4. Pro-actively identifying any potential risks  to the achievement of project results, and mitigating these by undertaking  timely action to re-allocate funds (as required), amend related documents, and manage activities in a hands-on manner in close co-ordination with the Project Manager;
  5. Drafting project-related correspondence and documents, including procurement documents, progress reports, concepts, presentation and other narrative and financial reports concepts as assigned;
  6. Collecting information on project topics and preparing information for meetings, background files, power point presentations;
  7. Delivering presentations at meetings as assigned;

 

The incumbent also supports the OSCE Cyber Security Officer (CSO) in the implementation and promotion of cyber stability measures between participating States. In this capacity, the incumbent will be additionally tasked with  the following duties:

 

  1. Assisting with all issues pertaining to the implementation and promotion of current and the development of additional cyber stability measures;
  2. Representing the CSO at internal and external meetings, as assigned;
  3. Maintaining an awareness of developments and the political climate prevailing in relation to TNTD’s mandate and activities;
  4. Suggesting, designing and implementing other activities and initiatives, such as additional project proposals related to enhancing cyber stability between participating States, as assigned;
  5. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education, with additional formal training in international relations and/or cyber/ICT security;
  • Minimum of 6 years of directly related work experience, preferably in project management;
  • Established knowledge and understanding of the political sensitivity of inter-state relations as they pertain to cyber/ICT-security related issues is required;
  • Established communication skills, experience in networking and managing a high number of contacts;
  • Demonstrated organisational, analytical and administrative skills;
  • Computer literacy, with practical experience in Microsoft applications;
  • Professional fluency in both written and oral English (with knowledge of other OSCE working languages being an asset);
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 4,245. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
