Background:

This post is financed from the Extra Budgetary “Dialogue for Reforms and Social Cohesion in Ukraine” project within the Good Governance and Democratization programme. The contract duration is until 31 December 2019. The post extension is subject to availability of funds.

Tasks and Responsibilities

Under the direct supervision of the National Project Officer, Senior Project Assistant performs the following tasks:

1. Assists in achieving programme objectives and results in the OSCE Third Dimension:

  • Provides substantial input into designing activities, taking into account lessons learned, in order to better achieve objectives and results;
  • Prepares draft activity budgets;
  • Assists in monitoring project implementation with an emphasis on overseeing implementing partners agreements (IPAs) and special service agreements (SSAs);
  • Assists in defining what data is needed, collecting data and providing basic analysis for monitoring and evaluation;
  • Substantially contributes to drafting project reports;
  • Conducts thematic research, as needed;
  • Liaises with representatives of international entities in Ukraine, Ukrainian governmental institutions and NGOs.

 2. Assists in managing projects:

  • Agreements: assists in the programmatic management of IP, supplier, special service agreements (this includes drafting terms of reference, participation in selection, and verification of financial reports); recommends corrective actions, where necessary;
  • Arranges travel, accommodation, official travel authorizations and travel claims for OSCE and non-OSCE officials;
  • In support of activities, drafts letters of invitation, participant lists, agendas and other materials; arranges meeting facilities, audio-visual and other equipment;
  • Provides interpretation services, as needed;
  • Compiles data for project monitoring and evaluation.

3. Prepares and maintains documentation for the programme:

  • Translates documents;
  • Maintains files, documents, contact lists, etc.;
  • Handles correspondence;

4. Oversees flow of internal procurement approval:

  • Raises and updates purchase requests (in IRMA);
  • Confirms that services or goods were delivered (in IRMA).

5. Other duties as assigned.

Necessary Qualifications:

  • Completed secondary education, supplemented by formal training in administration, project management, natural and/or social sciences and /or conflict management;
  • Minimum six years of working experience in project management, preferably in international organisations;
  • Excellent oral and written communication skills in English and Ukrainian;
  • Computer literacy, with practical Microsoft applications experience.

Remuneration Package

Monthly remuneration, subject to social security deductions is EUR 1,176. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
