Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the supervision of the Democratization Programme Manager, the incumbent provides support in preparation and implementation of the programmatic activities, including projects funded from the unified budget and extra budgetary contributions. The incumbent performs the following tasks:
- Assists in the development of reports as directed by the Programme Manager (PM); Drafts inputs required by the PM and Mission senior management;
- Provide info for weekly, monthly, activity and annual reports;
- Drafts Project documents, project progress and self-evaluation reports; Conducts project evaluation and monitoring;
- Assists the PM in monitoring the work plan and budget for those programmatic activities assigned to him/her;
- Conducts background research in the democratization area, using a variety of information sources, and prepares written documents on the basis of the research conducted, e.g. project concepts papers, project drafts and analyses reports;
- Organises, coordinates and facilitates experts meetings, conferences, specialised trainings, roundtables, workshops and seminars. Attends at meetings/conferences with domestic and international counterparts and, if required, participate in regional initiatives;
- Under the guidance of the PM, maintains efficient communication with senior and mid-level Government officials, international and non-governmental organisations, consultants and experts operational in the security sector and governance reforms;
- Carries out practical organization of programmatic activities including preparation of administrative related steps in accordance with Fund Administration Unit guidance and OSCE Rules and Regulations; drafts ToRs, procurement information, travel forms and any other administrative paper work;
- Prepares all necessary administrative steps for the IRMA procedures and works directly in IRMA when assigned;
- Drafts agenda, opening speech/talking points, meeting minutes and reports from the events; Prepares relevant records on the events attended;
- Assists senior programme staff when interfacing with local interlocutors, government officials, NGOs and other counterparts in domestic and international organisations to ensure effective communication;
- Provides interpretation from English into the local language and vice versa at official meetings, translates and proof-reads written documents.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizen or permanent resident of Montenegro;
- Secondary school. Education supplemented by formal courses in secretarial, office organization or administration;
- Minimum six years of the relevant work experience preferably with another international organisation or government agency in the area of democratic reform;
- Thorough awareness of current political situation and the democratic reform process in Montenegro;
- Very good knowledge of project management;
- Experience in analytical, problem-solving and organisational activities. Ability to conduct research and collect information from a variety of sources, using different methods;
- Demonstrated ability to organize meetings, training workshops and other learning transfer events;
- Computer literate with practical experience with Microsoft applications;
- Excellent written and oral communication skills in English and local languages;
- Holding valid driving licence.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1,463.50 euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
