Education:
Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience

Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- International experience in providing advice and designing capacity building programme for an executive or legislative branch of government or in an independent institution; alternatively consulting experience in reorganizational projects in government environments;
- International experience in advising the legislative or executive branch of government on legislation development;
- International experience in capacity building of staff of legislative or executive branch of government or independent institutions;
- Project management experience with the ability to develop, implement and evaluate projects, including budgetary oversight;
- Strong drafting skills;
- Strong analytical and problem solving skills;
- Professional fluency in English language skills;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Cultural sensitivity and judgment;
- Flexibility and ability to work under pressure and within limited time frames; and
- Ability to operate Windows applications, including word processing and e-mail.
Desirable:
- Experience working in an independent institution, ministry, or a legislative assembly;
- Knowledge of the political situation, legislative process, civil society and the legal system of the mission area;
- Knowledge of the local language or most common lingua franca spoken in the mission area.

Tasks and Responsibilities |
Under the direct supervision of the Chief of Governance Section and the overall supervision of the Deputy Director of the Democratization Department, should you be the selected candidate, you will be responsible for:
- Designing, implementing, monitoring, and evaluating projects related to the Assembly of Kosovo, Central Governance Institutions and Independent Institutions; acts as a consultant to institutional management capacities of these bodies, tracks project activities with professional tools;
- Designing and implementing activities to further strengthen the Assembly of Kosovos cooperation and oversight of independent institutions in collaboration with media and civil society stakeholders;
- Providing advice and recommendations concerning the compatibility of the legal framework with recognized good governance standards;
- Coordinating project team members, liaising with other divisions or departments within the Mission, with other international organizations and non-governmental organizations in Kosovo, and with the relevant Kosovo institutions, in central governance matters;
- Providing analytical reports on activities and outcomes; and
- Performing other tasks as assigned.
