General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Experience in election administration, supervision or voter registration
  • Good understanding of basic legal documents (constitutions, election laws and regulations)
  • Good understanding of various electoral and political systems
  • Experience in liaising with government agencies and NGOs
  • Experience in management or supervision of subordinate staff
  • Ability to work under tight deadlines and in a difficult and politically sensitive environment
  • Negotiating and diplomatic skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Sound knowledge of international democratic good governance and elections standards and principles; solid understanding of these standards and principles in the OSCE is an asset;
  • Previous international work experience with civil society organizations; experience in oversight of electoral framework and processes is an asset;
  • Excellent drafting skills;
  • Demonstrated project management experience;
  • Strong analytical and problem solving skills;
  • Professional fluency in the English language;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated cultural sensitivity and judgment to local conditions and communities;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the mission area;
  • Negotiation/mediation experience.
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Public Participation Section and the overall supervision of the Deputy Director of the Democratization Department, the incumbent:

  1. Provides technical and operational advice and analysis on issues related to supporting civil society (organizations) with focus on youth and women;
  2. Advises on, develops, and implements projects aimed at supporting cross-cutting issues affecting civil society organizations and public participation;
  3. Supports development and maintenance of a monitoring system of activities;
  4. Prepares analysis, reports, and recommendations on technical and operational aspects of programmatic work;
  5. Propose concepts, designs, and drafts Section project proposals;
  6. Oversees the implementation and is responsible for monitoring and reporting on assigned activities;
  7. Co-operates and co-ordinates projects and activities with international partners;
  8. Represents the Section in meetings, seminars and/or conferences related to the Section's portfolios - civil society, youth, women;
  9. Performs any other duties as required.
