Field of Expertise Requirements |
|
|

The general minimum requirements for working in this field of expertise are:
- University education in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology
- Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
- Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
- Good analytical and interpersonal skills

Mission Specific Requirements |
|
|
|
|
|
|
|
Additionally, this particular post has specific requirements:
Mandatory:
- Advanced university degree in political science, international affairs, media affairs or related field; alternatively extensive experience in media affairs or experience in development work, including with media, in transition countries;
- Proven track record in development in transitional countries, preferably on freedom of media issues;
- Proven ability to work with a wide variety of actors, including media outlets, civil society groups, relevant governmental and independent media institutions, and professional associations;
- Knowledge of the political environment relevant to the OSCE Mission in Kosovo, mandate and structure of the international community present in Kosovo; knowledge of OSCE principles and commitments would be an asset;
- Experience in drafting and managing projects in a development context;
- Demonstrated ability to design initiatives that creatively and effectively solve challenges in the mission area;
- Ability to conduct research and presenting findings in an intuitive and coherent manner to a diverse audience;
- Cultural sensitivity and judgement;
- Excellent analytical and drafting skills;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Professional fluency in the English language;
- Excellent writing and presentation skills in the English language;
- Advanced skills in operating windows applications, including Microsoft Word, Microsoft Excel, and Microsoft Outlook for e-mail;
- Holds a valid driving license.
Desirable:
- Knowledge of the local languages or most common lingua franca in the mission area;
- Previous experience in OSCE field missions, preferably in South Eastern Europe;
- Negotiation and/or mediation experience.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the direct supervision of the Chief of the Media Section, the incumbent:
- Develops, drafts and implements projects, taking overall responsibility for those projects assigned to him/her; ensures that the projects are successfully implemented in accordance with its objectives throughout the project cycle, including designing action plans, budgets, implementation plans, final reports and evaluation;
- Assesses capacity-building needs of media outlets and relevant media institutions, developing and implementing targeted capacity-building initiatives;
- Conducts research on the role of media and status of media pluralism and freedom of media in the mission area;
- Drafts policy papers, summaries, and recommendations or conclusions derived from research on media pluralism and freedom of media;
- Provides programmatic advice to the Chief of the Media Section on further development of media, including non-Albanian media and media in northern Kosovo;
- Provides advice to professional associations of journalists, media outlets, and relevant media institutions;
- Provides capacity building in support of key institutions and media outlets in the form of training, coaching and mentoring;
- Provides advice on best international and European practices regarding media legislation and development
- Provides relevant written and verbal communication, such as: quarterly analytical reports, presentations, briefing notes, inputs to various mission tasks etc;
- Liaises with international stakeholders as well as regional media institutions;
- Performs other duties as assigned.
