General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • At least four years of working experience with democratic governmental structures at the local level and/or in development work with local government structures in transitional countries, including international human rights and good governance standards and principles
  • Demonstrated knowledge of legal compliance at the local level and experience in drafting and/or reviewing legislation
  • Strong analytical and drafting skills and ability to take into account various policy implications to identify strategic issues for the OSCE Mission in Kosovo in the field of local governance and provide policy advice
  • Experience in capacity building programmes in the field of civil society
  • Demonstrated project management and programme development experience
  • Demonstrated ability to write analytical reports and make public presentations
  • Knowledge of principles and standards of democratic self-governance at municipal level as defined in the "European Charter of Local Self-Government" by the Council of Europe
  • Professional fluency in the English language
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and within limited time frames
  • Strong analytical and problem solving skills
  • Ability to operate windows applications, including word processing and email

Desirable:

  • Experience in negotiation/mediation
  • Knowledge of the regional political situation and the legal system in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Chief of Local Governance Section, the Senior Programme Officer:

  1. Assists in formulating policy on issues pertaining to local good governance;
  2. Monitors, analyses and reports on a broad range of local good governance issues in Kosovo, and takes an active part in the improvement of local good governance through policy and programmatic advice including legal advice in accordance with international standards;
  3. Provides support to the Section in the review of policies in the area of local governance for compliance with human rights, and international good governance standards and principles;
  4. Develops and implements capacity development programmes; writes reports related to local governance programme activities;
  5. Develops, manages and implements the Section's projects in accordance with programmatic priorities, in particular with respect to administrative justice at the local level, inter-municipal co-operation and civil society;
  6. Liaises with external local and international stakeholders to co-ordinate programmatic activities of the Local Governance Section;
  7. Contributes both to regular reporting mechanisms and to periodical analytical reports;
  8. Performs any other duties as assigned.
