The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities |
|
|
|
|
|
|
|
This is a general support function role supervised by the National Political Dialogue Officer and if you are selected as the Senior Programme Assistant, you will perform the following duties:
- Provide advice on and draft project proposals and assist in monitoring project implementation, including organization of events (seminars, conferences, and roundtables) and drafting plans for monitoring of project/program implementation;
- Perform research and legal review from documents in Russian and Tajik, summarizes in English, maintains cooperation with other departments of the OSCE Office in Tajikistan concerning areas of relevance, for example to the Human Dimension, and submits findings to the supervisor;
- On a regular basis, follow specific legislation, follows the media closely and provide summaries related to judicial reform in Tajikistan to the supervisor;
- Draft contributions to activity, background reports, and other meetings of relevance;
- As assigned by the supervisor, attend meetings, relevant thematic working groups, roundtables, workshops, conferences and other events; liaise with permanent working groups; prepares relevant records on the events attended (including memos for the file and minutes of the meetings where the Office is the organizing party);
- Assist in cooperating with international organizations and institutions;
- Assist in the administrative preparations for Tajik delegations to attend OSCE events abroad (invitations, logistic arrangements, etc.);
- Organize data and information, prepares and maintains records and documents;
- Perform other relevant work as required by supervisor.

Necessary Qualifications |
|
|
|
|
|
|
|
- Minimum six years relevant working experience with established analytical skills (ability to produce background reports, conduct independent research);
- Communication skills (establish and maintain contact with project partners, NGOs, governmental officials), organizational skills;
- Knowledge of international election and democracy standards as well as the legal system and election laws of the Republic of Tajikistan;
- Computer literate with practical experience in Window and Microsoft applications;
- Excellent written and oral communication skills in English, Russian and knowledge of Tajik languages will be an asset;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|

|
Monthly remuneration, subject to social security deductions, is 894.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
