Background    
     
    OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas:  Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats.
     
Tasks and Responsibilities    
     
   

Under the guidance and supervision of the National Programme Officer within the Management Unit of the Public Safety and Community Outreach Department (PSCOD), the incumbent will assist in a wide range of project management, administrative, financial, logistical and coordination tasks for the needs of the department.

More specifically the incumbent will:

  1. Conduct needs assessment for project identification and development; identify possible activities/interventions; contribute to the drafting and development of project documents; coordinate and monitor the implementation of projects activities, including direct responsibility, often in a leadership role and/or as a trainer /presenter/mentor to the participants; provide inputs in the preparation of progress and final project reports;
  2. Liaise with the Department’s Units – Police Development Unit and Monitoring Unit – to collect input, background materials and other relevant information on PSCOD activities for reporting purposes; compile weekly, monthly, background, spot and annual reports;
  3. Conduct data collection, research and analyses on security related topics and early warning mechanisms and actions; contribute to the drafting of policy and strategic papers; draft briefing materials, presentations, reports and other relevant documents within the PSCOD portfolio; follow up on the developments in the portfolio and analyse relevant challenges thereby contributing to the formulation of Units’ interventions;
  4. Liaise, develop and maintain contacts with Law Enforcement stakeholders and project partners - domestic and international interlocutors, government officials at local and central levels, civil society actors; explore opportunities for cooperation and facilitate coordination of activities; prepares minutes and reports of the meetings;
  5. Contribute to the formulation, monitoring and updating of project budgets and subsequent administrative facilitation of project and non-project activities; prepare PRs in the IRMA / ORACLE system; perform related transactions and projects financial reporting;
  6. Translate written materials and correspondence for the needs of the programme; perform simultaneous and/or consecutive translation for meetings, appointments, or other business communications with staff, consultants and partnering organizations' staff;
  7. Perform other duties as assigned.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia
  • Secondary education, supplemented with formal training in project management, office administration, accounting, economy, law and/or languages
  • Minimum six years of experience in administrative work with sound knowledge of accounting, budgeting and financial management
  • Thorough knowledge of concepts related to security and safety issues and inter-ethnic relations
  • Established ability to translate and interpret to and from English
  • Computer literate with practical experience with Microsoft applications
  • Excellent verbal and written communication skills in English and in local language(s)
  • Ability to work with people of different nationalities, religions and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,564.42.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
