The incumbent is a Senior Programme Assistant, assigned to perform duties under the direct supervision of the National Programme Officer and overall supervision of the Head of Politico-Military Dimension (HoPMD).
|

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Collect, register, report and maintain information on assigned project activities by reviewing reports and establishing and maintaining liaison with partners for implementation, following up on all aspects of the project including project formulation and provision of functional support to project implementation; in coordination with partners for implementation assess program implementation, monitoring and evaluation and other related issues; report regularly to the Project Manager (PM), prepare various written outputs, draft background and briefing papers;
- Follow up on the implementation progress of ongoing projects, investigating designated project activities, discussing findings with the PM to identify implications for the work of the OSCE Programme Office in Bishkek as well as rationale and context of project activities, considering problem identification and problem resolution;
- Coordinate the collection and verification of documents, actions and data; assemble and edit basic data required for planning and negotiation, as instructed by the PM; check project documents for clarity, consistency and completeness;
- Prepare project/programme reports, activities and budget requirements for the planning of Unified Budget; plan, coordinate and develop project budgets in close cooperation with Fund Administration Unit in the Office; follow up and keep records on project expenditures and overall financial status; prepare PRs and requests for payment, prepare and submit financial reports for the expenditures of UB and ExB projects if needed;
- Compile general background information from available sources for the assigned sector or area; design and draft supporting flow charts, schedules, graphs and tables; maintain institutional memories or other documentation systems to record programme and project history and ongoing activities;
- Attend and contribute to briefings for visiting delegations on matters relating to the Office’s mandate and other important sectors pertinent to the organisation’s mission;
- Pay field visits and participate fully in subsequent discussions and decision making regarding follow up actions on the projects;
- Provide inputs for all reporting exercises (regular and ad hoc), drafts and notes to the supervisor on specific issues and topics as requested; provide accurate interpretation when necessary for the PM and other international staff members as requested to do so, during official meetings; respond to routine requests for information.
- During absence of other staff members ensure that activities and communications in this Dimension are maintained in line with an agreed interim action plan;
- Perform other related duties as requested by the immediate supervisor or his/her designee.

Necessary Qualifications |
|

|
|
- Completed secondary education, University degree in Law, International Studies, Political Science, Economics or Public Administration is an asset;
- Good knowledge of the Programme related issues and ability to comprehend the situation in the area and region;
- Very good knowledge and high level of skills in project planning, implementation, monitoring and evaluation procedures;
- Minimum of five years of working experience in the field, preferably at least two years of experience within international organization;
- Experience in working with NGOs or different governmental institutions (especially in any security structures) and organizations is an asset;
- High degree of fluency in written and oral English and Russian. Knowledge of the Kyrgyz language is an asset;
- Ability to collect and comprehend versatile information in order to perform appropriate analyses;
- Ability to respect decision making string, to comprehend complexity and importance of the project and to act in accordance with the existing procedures;
- Ability to establish and maintain good relations with people of different national and cultural backgrounds;
- Sense of responsibility, organizational skills, ability to take initiative and to work independently;
- Ability to work under pressure and prioritize tasks;
- Good communication skills (written and oral);
- Advanced Computer skills (knowledge of MS office, including Word, Power Point, and Excel).

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 946.66 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
